NSW Department of Commerce Procurement Certification Training Programme
CIPS Australia is pleased to announce formal recognition of the NSW Department of Commerce’s Procurement Certification Training Programme for accelerated entry into CIPS Level 5 Advanced Diploma in Purchasing and Supply. Candidates studying for any of the courses forming part of the programme will be entitled to Student membership of CIPS, whilst candidates who successfully achieved levels 1-4 in the Procurement Certification Programme will be eligible for CIPS Diploma membership. Recgonition of these awards will be retrospective.
The procurement certification program reflects the growing role and responsibilities of purchasing staff and aims to increase knowledge and improve skills in purchasing to implement improved purchasing practices.
Courses are open to staff of all Government agencies and other organisations registered to use Government Contracts. Although course materials reflect NSW policy and legislation, the core of the program imparts best practice processes that can be used in any organisation.
It is a professional competency based training course that will develop the skill levels of people in purchasing roles and that provides a pathway for career progression. One of these pathways is the CIPS qualifications framework. Each level is equipped with specific procurement capability denominations and CIPS membership grade that outline achievement in particular functions. See diagram below for an illustration:
Accreditation with CIPS enables a more consolidated approach towards addressing the current skills shortage in procurement and people development agenda. By drawing on its global body of knowledge, CIPS Australia is perfectly placed to assist both individuals and organisations in achieving world best practice in professional procurement practice, policies and procedure.
CIPS Australia provides a wide range of services for the benefit of members and the wider business community. Former CIPS CEO Receives OBE
Ken James, former CEO of The Chartered Institute of Purchasing & Supply (CIPS) has
been awarded an OBE in this years Queens Birthday Honours list for public service.
Ken James joined CIPS in 1997 as business development director and was made deputy CEO in 2000 being promoted to CEO in 2001.
Over the past 10 years Ken has driven CIPS forward, reaching record membership levels and record exam entries for the CIPS qualifications, opening a subsidiary office in Australia and firmly placing the purchasing and supply profession higher up the business agenda with CIPS now the largest Institute of its kind in the world.
Some of his other key achievements include:
- In 2005 he was invited to join the Sustainable Procurement Task Force, chaired by Sir Neville Simms. Its remit was to draw up an action plan to bring about a step-change in sustainable procurement so that the UK would be among leaders in the EU by 2009.
- President of IFPSM – The International Federation of Purchasing and Supply Management. This role led him to oversee the all the International purchasing and supply institutes around the world for two years.
Ken James said: “This is a wonderful honour and I am delighted to have received it. My eleven years at CIPS have been supported by some remarkable people, not only the Institute’s staff but also our Management Board and Council, all volunteers who have helped shape and drive this profession forward to where it stands today. Through such a dynamic profession we have been able to demonstrate that excellence in purchasing and supply management does help to drive prosperity.”
Ron Jarman, CIPS President said: “Ken has been instrumental in steering CIPS and the profession to the strong position it currently holds today. The purchasing and supply profession owes a lot to the hard work and dedication shown by Ken over the past eleven years and we are delighted that this has been recognised in the form of an OBE – well deserved.”

The Winning Formula
CIPSA 4th Annual CIPSA Conference – 14-15 October 2008, Melbourne
Plans are well developed for the 4th annual CIPS Australia conference to be held at Crown Towers, Melbourne on 14-15 October 2008.
The theme for this year’s annual event is ‘The Winning Formula’. The conference will focus on exactly how procurement can gain true stakeholder buy-in to the profession’s wider contributions through genuine goal alignment in an ever changing and ever more challenging complex world? And not just through saving real costs.
Last year’s annual CIPS Australia conference addressed the question ‘It’s not just about cost’ – which begged the question: ‘What is it about then?’ Each keynote speaker addressed a different aspect of the benefi ts professional procurement can increasingly bring organisations.

CIPSA National Essay Competition – start writing now!

CIPS Australia is set to run a series of CPO Agenda Masterclasses throughout the 2008 business season. Master of Logistics & Supply Chain Management is Now Accessible Online
From July 2008 graduates in the procurement, logistics and supply chain professions across the country will be able to enhance their credentials online. The strong local demand for the University of South Australia’s Master of Logistics & Supply Chain Management has led to the release of the program progressively online. Students will not have to attend lectures and tutorials on campus, all academic and assessment activities will be conducted online.
Many professionals find it challenging to fit classes into their busy schedule. Online delivery is the answer. Program Director, Dr Sev Nagalingam, believes this strategic move will allow the growing number of professionals in the logistics industry to access this specifically tailored program when it suits them.
“Logistics and supply chain education should practice what it preaches,” said Dr Sev Nagalingam.
The programme is fully accredited by the Chartered Institute of Purchasing and Supply Australia (CIPSA), qualifying you for MCIPS.
The first two courses, Total Quality Management and Supply Chain Management, will be delivered online from 28 July 2008. Students may be eligible for FEE-HELP assistance.

Coles Group Awarded CIPS Organisational Certification
Congratulations to Coles Group’s Strategic Procurement team, which was presented with CIPS Organisational Certification on 3 July at an award ceremony in Melbourne. Coles is the first private organisation in Australia to receive certification, and joins a very impressive list of global organisations who have also achieved the ISO9001:2000 standard.
The ceremony was attended by Wesfarmers’ Group Procurement Director, as well as the Financial Controller from Coles and the Strategic Procurement team members.
Lian Knight at Coles Group thanked staff for dedicating their time and focus to the process of becoming certified, despite numerous changes to the organisation, describing them as having “a strong sense of community, and valuing the process”.

Skills and Workforce Participation Minister Jacinta Allan said the latest version of the “This Way to Your Future” Careers in T&L CD highlighted the diverse range of rewarding careers offered by the sector".
"This new resource will play a key role in addressing the industry’s skills needs by promoting transport and logistics careers to young people in an accessible, innovative way," Ms Allan said.

National Sustainable Procurement Conference
Author, TV presenter and respected environmentalist Tanya Ha will help kick off the Queensland Government’s National Sustainable Procurement Conference in Brisbane in September and will join an impressive line-up of local and international speakers.
Queensland Public Works Minister Robert Schwarten said the conference, which will be held from 18-19 September at the Hilton Hotel, is important to both the government and business sectors.
“Business leaders and governments are now clearly regarding sustainability as a strategic issue, and they recognise the important role that procurement plays in delivering sustainable solutions,” Mr Schwarten said.
“And the timing for the Queensland Government to host the conference coincides with recent changes to the State Procurement Policy that includes greater emphasis on sustainable procurement.”
The conference will provide a great opportunity to access the latest research and case studies of how sustainable procurement practices can be integrated into the workplace to deliver improved environmental, social and economic outcomes.
The theme of the conference is “integrate, connect, progress!” and outlines the three key focus areas for the event:
- Integrating sustainability into procurement policy and practice
- Understanding how buyers and suppliers need to “connect” or work together in order to develop products and markets that are environmentally and socially responsible
- How to make real progress in moving sustainable procurement from policy to mainstream practice.
The conference will also provide information on the recently released State Procurement
Framework by the Australian Procurement and Construction Council, a collective effort by all the governments of Australia and New Zealand.
