    Alper graduated from Boğaziçi University, with a BS in Electrical & Electronics Engineering and gained his master’s degree from Koç University Executive MBA program. Recently; he has completed an executive leadership program at Georgetown University McDonough School of Business in 2019.

    He launched his career at Tekfen Construction as a Procurement Engineer in Middle East projects and spent nearly 15 years in increasingly senior global positions within EPC construction industry. Most recently, Alper serves as Procurement Coordinator for Tekfen Headquarters, Istanbul and leads the procurement network of the company. Alper and his global team are responsible for entire performance across the Procurement Functions with an annual purchase budget of $300M; comprising the activities of 10 mega projects, located at 5 continents with a project backlog volume of $2 billion. They also lead structural procurement transformation projects that consist of development & implementation of Digital Supply Chain strategies focused on delivering an improved & optimized supply chain network, which creates value for the organization.

    Alper is an extremely accomplished, senior procurement leader with global experience in creating high level design & build procurement systems. Additionally, he has multifaceted experience in the development and implementation of procurement strategy, standards, policies and procedures.

    With 15 years of Project Management (PMP holder) and Business Development experience, now Bahtiyar Oğuz Çetintürk is managing a challenging procurement team for the last 2 years. Having the know-how about the dynamics of both serial production in a global home appliances brand and a defence news top 50 high-tech defence company, his sector had a record increase in its yearly revenue with the support of his procurement team in 2019. Dealing with the world’s biggest defence suppliers he is managing an annual procurement volume of $400.000.000.

    Faruk graduated from Galatasaray High School and has a degree in civil engineering at Bosphorous University. He joined Doğus Construction and Trading Company as a project manager after graduating from Bosphorous University in 1988.

    He joined in BP in 1992. Over period of 20 years he worked in several departments in BP such as engineering, marketing, project management and supply chain and procurement. He worked in BP Oil Europe in Brussels between 1996-1998. He managed BP-Bovis Alliance between 1998-2000. He moved in Lubricants Global Supply Chain function in 2000 and he worked there until 2011. He worked in England for about 6 years as a global indirect procurement manager. He managed a global procurement team of 15. He undertook a variety of roles including leadership, strategic sourcing, and process management and project management.

    Since joining CIPS in 2011 he has worked across a wide range of different industries and sectors including FMCG, manufacturing, white goods, automotive, cement, pharmaceuticals, telecoms, financial services and oil.

    His specific area of expertise is in helping organisations to transform their procurement capabilities and in embedding strategic procurement practices. He delivered more than 5000 procurement training workshops and met 5000 procurement professionals. He managed to start and develop CIPS business from scratch. He is an expert in procurement consultancy and training.

    Malcolm Harrison

    Malcolm Harrison joined CIPS in July 2018 after a broad and varied career spanning over 30 years. Having experienced many different sectors, geographies and senior leadership roles, Malcolm is passionate that Procurement and Supply is the key differentiator for any organisation.

    In his early career he worked in Production, Sales, Procurement, Supply Chain, and HR with Mars Confectionery, Pedigree Petfoods and Bass.

    From 2000 he created and led global Procurement for Interbrew, and then subsequently Chief Procurement Officer of InBev. In 2006 Malcolm joined Nestlé SA in Switzerland as Chief Procurement Officer responsible for the largest FMCG procurement spend in the world; he brought a real focus to building the capability of the function and led a step-change in involvement of the procurement function with the Nestlé businesses. He joined the Executive Committee of Rexam plc, the FTSE 100 consumer packaging company, in 2010 as CEO of the global Plastic Packaging division. In 2013 he moved to beverage cans where his responsibilities included global IT, Environment Health & Safety and Global Procurement.

    In 2015, Malcolm joined the Cabinet Office of Her Majesty’s Government where he held the role of Chief Executive Officer of the Crown Commercial Service, overseeing an annual spend of more than £13 Bn on common goods and services across the UK public sector. He also had responsibility for UK Public Sector Procurement Policy and for supporting the UK Government’s initiatives with SMEs.

    Having established and developed many Procurement departments over the span of his career Malcolm wants to ensure CIPS continues to help drive the profession forward, ensuring education is at the heart of today – and tomorrow’s procurement professional.

    Ensuring CIPS remains as the global voice for the profession is critical to Malcolm’s future vision for CIPS and will help to ensure that CIPS can continue to represent the profession at the highest levels.

    Malcolm lives in the UK and has previously spent in total more than 12 years living in West Africa, France, Belgium and Switzerland as part of his professional career.

    Murat Sagman

    Murat Sağman was born in 1972, in Paris. He was graduated from Galatasaray High School in 1992. He completed University of Sorbonne in France with a bachelor degree on economics and finance with honours. Also he had a master degree from University of Sorbonne in the area of banking and finance. After getting short experience at the Treasury Department of Paris Credit Lyonnais and the Paris Stock Exchange in 1997, he began to work Treasury Department of Alfa Securities in Turkey, in 1998. In 2000, he worked as a trader in Broadway trading firm that is in the U.S. Nasdaq Stock Exchange.

    After being the head of U.S. Markets in Paris Refco in 2002, he joined to Akbank Private Banking as the investment manager who is responsible of the international capital markets and equities in 2004. Between December 2005 and August 2011 he served as Director of Finansbank Private Banking. Between 2011 and 2015 he served as Founding Partner and General Manager of AZ Notus Asset Management.

    In 2006, he was awarded prize by Private Banking Conference which was sponsored by LM Investment Management in Dubai and attended by 100 professional in the banking sector. In 2008, he has been called to the European Private Banking Conference as the first speaker from Turkey. He also served as moderator of the conference and session chair.

    In 2019, he was the first speaker from Turkey in USA Yale University yearly finance conference. He made a presentation relating to “European Economies, Emerging Markets and Turkish Economy”.

    Between 2008 and 2014, he was a lecturer at Galatasaray University and give lectures of “Financial Markets”. Since 2016, he is a lecturer at Bilgi University. In 2011, he was elected by a registered instructor of Banks Association of Turkey.

    He is a frequent commentator in news and economic channels and has been frequently invited to provide his views on economy and financial markets on conference and panels, organized especially by the trade and commerce chambers of Aegean and Anatolian cities.

    He is an Economic Advisor of Turkey Young Businessman Association (TÜGİAD).

    He is a member of Young Businessperson and Managers Association (GYİAD), Certified Financial Accountant (CFA) and Financial Literacy Association( FODER). He is member of board of directors of FODER.

    He is a member of the Club of Galatasaray and Galatasaray High School Alumni Association. He is member of directors of Galatasaray TV.

    He has been awarded in 2017 “The Best Commentator in Economy in Turkey” by Ekonomize Magazine and Ege University.

    His passion is negotiating, purchasing is his professional home. Eight years of professional experience at Daimler AG and five years with renowned consulting firms honed his skills in purchasing and negotiation issues. The first time he came in contact with Game Theory was in early years at a major award: Back then, Game Theory was still a relatively unknown instrument, which captivated the young Game Theorist and influenced the outcome of the negotiations with enormous effect, while simultaneously generating a high level of acceptance among the negotiating partners. He is a doctoral candidate on the subject of game-theoretical negotiation in threat situations since 2012 and leads negotiation teams in large-scale negotiations on a daily basis.

    Oktay graduated from ODTU with an electric and electronic engineering degree, after which he got his MBA from Bilkent University.

    He started his career in Turk Telekom in 1989. After working as an electronics engineer for 2 years, he decided to step into the finance world with a career move to Interbank in 1991 and took various managerial roles in treasury and asset management departments of different banks for 13 years. In 2001 he was appointed as the general manager of Ak Securities. After pursuing this role for 4 years, in 2005 he decided to switch sectors and started his operational leasing career at Derindere Automotive with general manager role.

    Since 2008 he has been holding LeasePlan Turkey’s general manager role. LeasePlan Turkey is the Turkey branch of LeasePlan which is a global company operating in two leading businesses, Car as a Service and, with 1.9 million vehicles under management in over 30 countries.

    In addition to his managerial role at LeasePlan Turkey, he is also board member of TOKKDER (Turkish Auto Leasing and Rental Companies Association) which he led as president for 3 years precedent to his board membership.
