The concept of ‘commissioning’ has been developed in the UK public service over the last few years and is gaining traction there as a term to define public sector supply lines more broadly. Commissioning is more end to end than ‘sourcing’, like category management. It is more service orientated rather than goods orientated, like a traditional supply chain. And it includes “make or buy” options and in-house provision, rather than just purchased solutions. In short, it is a more embracing approach to fulfilling public supply lines to citizens.
