Desktop tender checks with Socrates

A desktop-based tool that allows users to perform rapid and transparent tender evaluation and supplier assessment has been made by Libra Software Systems.

Purchasers and contract managers can use the Socrates (Supplier optimisation, contract review, allocation and tender evaluation system) to a supplier list from a user-maintained library and send invitations to tender by e-mail.

Users can apply pre-qualification factors to suppliers before sending an invitation, or use an additional supplier assessment module to select preferred suppliers methodically. A support system then downloads the tender to bidders who can add prices and apply discounts.

Optionally, tenders imported back into the system cannot be evaluated or modified until all the bids are received. Socrates then generates statistics to aid bidder analysis, such as ranking by price.

An additional contract and allocation module enables comparisons with bids for previous clients' contracts.
