Buyers should focus on cost-reduction strategies as well saving money, Gordon Murray, procurement adviser at the Institute of Public Finance, told the Society of Procurement Officers in local government's (Sopo) annual conference.
"That gives purchasers the platform for respect within the organisation," he said. "For a seat at the top management table, purchasing must bring in best practice from the private sector, and even go beyond it."
Murray said council buyers were fortunate to be driven by an ethos where performance was not judged only on profits. He also advocated more cross-functional working to help understanding between departments.
