Street lights provide illuminating PFI guide

Government procurement advisers have issued new guidelines for local authority purchasers.

The Street Lighting Procurement Pack is published by the Public Private Partnership Programme (4ps), set up by the Local Government Association to advise organisations on public-private partnerships.

Developed with finance giant PricewaterhouseCoopers and legal advisers Addleshaw Booth, the guide is based on schemes in Brent and Walsall that used the private finance intiative (PFI) to purchase street lighting.

A toolkit for procuring PFI leisure services will be published this summer, followed by guides on social care services, highways management and schools.
