Carruthers joins higher education body from IBM

Stuart Carruthers has been appointed to the new role of head of secretariat for Proc-HE, the procurement strategy implementation group for the higher education sector.

He joined from IBM, where he was procurement manager in the global services division, responsible for customers that had outsourced their major IT to IBM.

"It was very much a customer-focused job at IBM," he said, "and that experience is what I am bringing to Proc-HE."

Carruthers, who is based at the University of Glasgow, will work with major Proc-HE groups, including e-procurement, best practice and value for money.

He will examine increased collaboration among universities, with an emphasis on regional buying consortia.

Carruthers' other functions will be to advise on national training and develop procurement systems focusing on e-business.
