Huw Williams has been appointed head of business efficiency and effectiveness at Bridgend County Borough Council in south Wales.

The position has been created to identify and oversee efficiency gains, including procurement.

The council will eventually have to decide whether discretionary services, such as leisure, were good value, he said.

Williams was promoted from head of strategic procurement and performance management, where he commanded an annual spend of £90 million and led a team of seven people. He has also worked for Boots and Filofax.
