MPs' expenses: is this the answer?

Strong conditions must be in place in any agreement to outsource the management of MPs' expenses, according to Don Piccinno, a senior project manager at Capita Business Services.

Piccinno was part of a panel that spoke about the political expenses scandal at the Beds & Herts CIPS branch outsourcing/insourcing debate last week.

He outlined to SM a raft of changes he believed were needed.

"If they outsource expense management, the contract arrangements, service provider performance and reward aspects need to be subject to the Freedom of Information Act.

"The service provider should pay if they get it wrong or reimburse inappropriate claims."

He said the expenses system should be run by an organisation outside Parliament to "remove the staff from the culture that has encouraged inappropriate behaviour".
