LAX announces $5 billion procurement programme to modernise the airport

The Los Angeles Board of Airport Commissioners has announced a $5 billion (£3.3 billion) procurement programme to modernise Los Angeles International Airport (LAX).

The Landside Access Modernization Programme will include an automated people mover covering 2.25 miles, which will connect the central terminal area with a car rental area and a station connecting the airport to the LA Metro. Roadway improvements are also planned for the airport, the fifth busiest in the world, with a near 70.7 million passengers recorded in 2014.

The eight-year programme aims to relieve traffic congestion within the terminal area and on surrounding streets.

Los Angeles World Airports (LAWA), the city department which owns and operates LAX and two other airports, has initiated an environmental review and clearance process for the programme, and is establishing how collaboration with key agency and community stakeholders can be achieved throughout the process.

It will deploy a strategy of "Design, Build, Finance, Operate, Maintain" (DBFOM) to create the people-mover and rent-a-car facility, meaning the process of designing, building, financing and operating are transferred together to the private sector provider, rather than using separate providers for the design and construction of the project.

LAWA’s board will determine the delivery methods for the other elements of the programme at a later date.

“The DBFOM method allows for a process that benefits LAWA and is inclusive of our values: comprehensive environmental review, transparency with our communities, project labour agreements and participation opportunities for local and small businesses,” said Deborah Flint, executive director of LAWA.
