Government agencies in Singapore will have to change the way they evaluate tenders and monitor service providers, as part of a move to outcome-based procurement.
The senior minister of state for finance Indranee Rajah said that under this alternative procurement approach, government agencies will be encouraged to specify desired outcomes rather than prescribe solutions in their tenders.
