New NHS frameworks 'support Carter programme'

The NHS Collaborative Procurement Partnership (CPP) has announced it will launch four new frameworks this year on the back of three previously successful frameworks created for the NHS.

Developed by the NHS CPP with the approval of NHS Improvement, the e-Catalogue and e-Requisitioning Solutions, Clinical Consumables, Theatre Surgery Consumables and Complete Ophthalmology Solutions frameworks will all be operational by the end of March.

The NHS CPP are a group of four NHS procurement hubs set up to develop supply chain collaboration in the NHS and cut duplication by identifying procurement opportunities for each hub and sharing the information.

Together they represent about 60% of NHS trusts and control between £6bn to £7.5bn of NHS non-pay spends.

The four hubs, NHS Commercial Solutions (CS), East of England NHS Collaborative Procurement Hub (EOE), NHS North of England Commercial Procurement Collaborative (NOE CPC) and NHS London Procurement Partnership (LPP) support more than 160 NHS organisations as members. 

Keith Rowley, managing director of NOE CPC told SM he was “proud” of his hubs latest contribution to championing the best procurement practices for the NHS.

“By building on our past successes and identifying further opportunities, we are supporting the Carter recommendations and more importantly, delivering a better service and greater value to the NHS,” he said.

“Our partnership plays to our strengths by sharing expertise, resources and avoiding duplication.”

According to Lord Carter’s 2016 review of NHS productivity and unwarranted variation in the NHS hospitals, there is around £1bn procurement savings to be made by sharing information, resources and expertise in order to modernise NHS procurement.

The review found that the NHS spends over £20bn every year on good and services, which typically accounts for around 30% of the operating costs of each hospital.

After the launch of the three previous frameworks, Total Orthopaedic Solutions saved £18m for trusts, while Total Cardiology Solutions remodelled the marketplace for cardiology products and the National Clinical Staffing framework assisted the NHS to better manage its staffing.

Howard Rolfe, director of procurement at the East of England NHS Collaborative Procurement Hub, said the collaborators were keen to improve the areas noted in Lord Carter’s review.

“Working together is the logical way forward,” he said.
