Trump nominates federal head of procurement

US president Donald Trump has nominated senior advisor Michael Wooten to head the Office of Federal Procurement Policy (OFPP).

On Wednesday, the president announced his intent to nominate Wooten to serve as administrator for federal procurement policy, over two years since the previous administrator left the role.

Wooten is currently serving as senior adviser for acquisitions at the Department of Education in the federal student aid office.

Before joining the Trump administration within the Department of Education, he previously held the role of deputy chief procurement officer for the District of Columbia government.

In heading the OFPP, part of the Office of Management and Budget, Wooten would play a central role in shaping the policies and practices federal agencies use to acquire the goods and services they need, in particular ICT acquisition.

The role will also require providing overall direction for government-wide procurement policies, regulations and procedures and to promote economy, efficiency, and effectiveness in acquisition processes.

US federal government spending in 2018 totalled over $4tn and according to the OFPP, one of every $10 of federal government spending goes to contractors, making it imperative that contract actions result in the best value for the taxpayer.

The nomination is subject to Senate confirmation. Wooten would replace Anne Rung, who held the role during the Obama administration and resigned in September 2016 for a senior public sector sales role at Amazon.

Since Rung’s departure, deputy OFPP administrator Lesley Field has been acting in the role.
