Crazy (procurement) laws

Lists of crazy laws from around the world are always amusing as this one from today’s Times proves.

Who knew it was illegal to hail down a black cab if you had the plague, or that Welshmen are banned from Chester at night?

But it got me thinking about procurement regulations. There are always complaints from buyers that there are too many procurement rules and regulations, that get in the way of doing the job.

Which is the most ridiculous regulation? And which one would you like to get rid of?
