Soapbox: Buying the Welsh way

In this issue’s Soapbox, Andrew Davies, Welsh minister for finance and public service delivery, explains the value of the public sector in the principality buying everything online.

“An example of our approach is the Xchangewales programme that will provide an all-Wales system enabling every public sector organisation in the country to find suppliers, order more easily, and pay for goods electronically at a click of a button. This will reduce red-tape and save money. The programme could result in up to £200 million in savings, which could be reinvested into front-line services. The online transaction hub will also help remove barriers to public sector purchasing faced by some firms, in particular SMEs.”

Does e-procurement really remove barriers for SMEs to get involved in the procurement process? Or does it simply create more challenges for them?
