In this week's Soapbox, IBM's CPO John Paterson says the "recession" in the US is of benefit to purchasers.
"Purchasing strategies in this market are quite different from those
geared towards a sellers' market, which has generally been the
situation over the past five years. It is important for buyers to be
aware of this change and be ready to take advantage of it - namely the
balance of power shifts from sellers to buyers."
