The Requirement:

Like a number of Local Authorities, finding a suitable solution for temporary staffing had previously proved to be an arduous task. Historically many Local Authorities appointed a variety of individual agencies to provide them with their temporary staffing arrangements. Weymouth & Portland Borough Council, West Dorset District Council and North Dorset District Council partnership combined their requirements to avoid the use of multiple, individual agencies; this allowed them to make savings and bring all their contracts under one supplier who offered a compliant solution for a Managed Service Provider, ensuring a single route that all temporary staff could be sourced through.

The Solution:

 The partnership identified that ESPO’s MSTAR2 framework offered them with a solution to meet their requirements. The framework user guide includes supplier fees and pay rates which are easy to view and allowed the partnership to carry out a quick and efficient number crunching exercise to allow them to identify the best supplier to meet their staff sourcing needs.

Choosing lot 1 of the framework allowed them to directly award their chosen supplier without the need to run a lengthy further competition exercise.

The Results:

The partnership has successfully awarded a contract to one Managed Service Provider; working in close proximity for a planned roll-out in October 2015. The whole procurement process demonstrated several benefits to the partnership including shortened procurement timescales, reassurance and peace of mind by using an EU and UK compliant framework and cost savings on staff resource.
