VIC Chair: Phil Chalkley MCIPS
Phil is currently the Head of Procurement for Transdev Australasia. Previously he joined the Department of Justice & Regulation in February 2014, as the Chief Procurement Officer. Phil provides overall leadership in procurement, purchasing and Grants.
Phil has over 23 years’ experience in procurement for leading organisations in a wide range of industries covering energy utilities, financial services, government, telecommunications, consultancy, FMCG, and retail while working in Australia, Europe, United Kingdom, Asia and the United States. Phil has experienced all aspects of the procurement lifecycle and technology.
Phil is responsible for the development and communication of department’s overall procurement strategy and vision, procurement policies, procurement operations and process, enterprise capability and systems.
Phil also oversees the effectiveness and delivery of all procurement, purchasing, contracting and supply management operations and compliance within the Department portfolio, across circa $1.3b third party annual spend in construction & infrastructure and goods & services.
VIC Acting Vice-Chair: Ravi Kotecha
A highly motivated Strategic Sourcing / Procurement Category Manager with more than a decade of procurement industry experience, specialising in supporting businesses through high-quality procurement and sourcing initiatives through impeccable governance and framework, category management, process mapping, supply chain and relationship management, risk management, Modern Slavery Act, Sustainable procurement and ERP implementation.
An innovative negotiator with a strong track record of successfully developing and growing profitable long-term relationships with multiple stakeholders and suppliers.
Also responsible for dealing with the complete end-to-end sourcing process, including creation of tender documentation, through to contract award. Responsible for ensuring compliance, providing expert procurement advice across the business and driving continuous improvement performance outcomes to drive efficient resource management and achieving EBITDA savings.
VIC Secretary: Sinead Williams MCIPS - Assistant Director Strategic Procurement and Contracts at Australian Taxation Office
Sinead is an Assistant Director Strategic Procurement and Contracts at the Australian Taxation Office. Her career has spanned 7 organisations across 3 countries – Ireland (Irish Tourist Board, Trinity College Dublin), the UK (Bain & Co.) and Australia (La Trobe University, Slade Group, WMC Resources Ltd and currently the ATO). She holds a B.A. (Hons) in German and French from University College Dublin. Having been a senior HR practitioner for over 10 years, Sinead became interested in procurement when she was appointed Contracts Lead for the ATO’s Labour Hire Panel tender in 2013 and commenced CIPS qualifications by self-study. She recently completed the CIPS Professional Diploma in Procurement and Supply.

Having started her procurement career over 10 years ago in New Zealand, working across the public and private sector spaces, she moved to Melbourne in 2015 to further grow her exposure in the procurement field. This started with a spell in the vibrant and dynamic Victorian transport sector before moving to the Department of Justice and Regulation. She is currently leading a complex sourcing project for the public prisons of Victoria, being statewide endeavour. With each procurement position, she is passionate and dedicated to ‘bringing people on the journey’ of procurement, engaging with internal stakeholders and suppliers. The joy is gained from constantly educating, and building that awareness of positive procurement outcomes.
VIC Committee: Tim Richter, Procurement Leader at Marsh and McLennan Group of Companies (Pacific)
Tim is the Procurement Leader for Mercer (Australia), part of the Marsh & McLennan group of companies. He has 20 years of experience in the Financial Services industry (Superannuation and Banking) having previously worked at ANZ. Tim has a passion for problem solving, and working with Suppliers who can help deliver innovative solutions and continuous improvement in a broad spectrum of areas, drawing on a range of Procurement skills, especially Supplier Relationship & Stakeholder Management.
VIC Committee: Sylwia Logan, Department of Premier and Cabinet
Sylwia is a Senior Adviser - Procurement | Corporate Services at the Department of Premier and Cabinet Victoria. She a is tertiary qualified professional with a Masters in Information Management and is currently studying towards MCIPS by completing the Diploma in Procurement and Supply. Sylwia has worked in Poland, the UK and now Australia. Sylwia is passionate about growing the awareness of procurement as it is a largely unexplored and a still developing field.

I am a passionate Procurement & Supply Chain Professional with tertiary qualifications and diversified experience in Automotive, Auto electrical, Electrical and Manufacturing industries with invaluable knowledge in R&D, Design, New Product development, Manufacturing, Production, Procurement and Supply Chain Management.

TAS Sub-Committee Chair: Rene Kling, FCIPS - Program Manager Supply Chain Management, Tasmania University College
Over 30 years experience in procurement and supply chain for a range of organisations. Appointed as FCIPS in February 2009. Qualifications include Master of Business in Logistics Management, MBA, Master of e-Commerce, an LLM in Public Procurement Law and Policy and a Masters of History.
Started my own training and consultancy business over 16 years ago and we are a CIPS Centre of Merit Study Centre with over 250 students studying the CIPS qualifications world-wide.
Lecturing on a fractional basis for the University of Tasmania for 2 years, as well as the University College and previously for Central Queensland University for 8 years.
