    adam HTT provide managed digital services to help facilitate the delivery of Good Government to over 60 Public Sector organisations across Local Government and the NHS. Haringey Council have been working with adam HTT since 2015, utilising their solutions to help transform procurement and commissioning processes across a wide variety of service areas.

    During the session, adam HTT will provide an overview of their end-to-end solutions and work within the Public Sector. Additionally, Haringey Council will provide insights into the transformation of procurement processes both within the borough and beyond. Several topical areas such as, Social Value and SME Engagement, will be explored within the session.

    The session will cover:

    • Insights from Haringey Council – Transforming procurement processes.
    • An overview of adam’ digital end-to-end solutions and managed services.


    Ben Cater

    Product Manager (Procurement & Housing) adam HTT

    Ben is the Product Manager for the Procurement & Housing solutions at adam HTT. He is responsible for the ongoing development of the end-to-end technology, strategic ownership of customer accounts and the identification of new business opportunities.

    Having joined adam in 2016 in an Account Management capacity, Ben continues to help Public Sector organisations to achieve their procurement and commissioning goals through the adam technology.

    Lisa Bliss

    DPS Programme Manager (Strategic Procurement)Haringey Council

    Lisa has been with Haringey Council for 16 years.

    Within her strategic procurement role, she was instrumental in bringing Dynamic Procurement Systems (DPS) to Haringey Council, initially for the provision of Passenger Transport in 2015. Several DPS’ in a wide variety of service areas have followed this initial success, such as, Social care, Temporary Accommodation and Parks Maintenance.

    Since 2018 Lisa has led a dedicated DPS team to manage the Councils extensive portfolio of DPS’, providing engagement with all key stakeholders and suppliers.

    Most recently, Lisa has been leading on the London Construction Programme (LCP), a virtual organisation hosted by Haringey Council. The LCP is the one-stop-shop for procurement of public sector construction projects across London and the Home Counties, leading innovation in end-to-end procurement practices. Now, over 40 public sector organisations are benefitting from efficient, compliant procurement processes that the LCP offers.

    David Prior

    DPS Implementation Manager (Strategic Procurement) Haringey Council

    David has been with Haringey Council since 2013, initially in a Transport Contracts Officer capacity within the SEN Passenger Transport team. During his time within the team, David was heavily involved in the implementation of the Councils first DPS (Passenger Transport) following the expiry of the old transport framework.

    2017 saw David move from the Transport team into a new role within strategic procurement, as a DPS Implementation Manager within the Councils dedicated DPS team. David continues to support on the management of the councils DPSs, across a wide variety of service areas.

    David has also been heavily involved with the LCP (London Construction Programme), engaging with members and suppliers alike, ensuring that all stakeholders are benefiting from the efficiencies made available through accessing the LCP.
