Job Duties:

This is an exciting opportunity to join a fast-paced Technology service which provides corporate IT solutions to Hertfordshire County Council.

 

You will need to successfully deliver a programme of procurements which will include small to large-scale complex contracts, undertaking tenders as well as mini competitions through framework agreements. You’ll get involved with a wide range of procurements covering all of the Council’s Technology needs for goods and services.

 

You will be responsible for managing the contract register, developing effective tender documentation and providing advice and guidance to colleagues procuring IT goods and services across the Council. This will include completing the full lifecycle of procurement activity through assisting requirements gathering, market engagement, procurement route options appraisals, development of pricing schedules, development of performance indicators, tendering, development of evaluation criteria and completing contract award procedures.

 

The purpose of the role is to ensure that tendering and contracting activity in respect of technology goods and services is undertaken in accordance with the Public Contracts Regulations and in support of the strategic objectives of the Council. Your focus will be to deliver timely procurement activities to ensure business continuity for the Technology service and organisation.

 

As an ICT Senior Procurement Officer, you will be implementing successful contracts offering value for money outcomes which deliver quality services.

 

You should be able to demonstrate commercial awareness with the ability to manage a tendering process through to contract award. You will also have some knowledge of current public procurement legislation with an understanding of the political decision-making processes.

 

This is a new role to the Technology service. Therefore, for the right candidate, this provides a rewarding opportunity to develop the function.

 

Additional Information

A background in technology goods and services would be an advantage.

 

You should have the ability to prioritise and organise a busy workload, be detail conscious and an effective collaborator and communicator.

 

You should be educated to degree/HND level (or equivalent); or have 2 ‘A’ levels (or equivalent) combined with at least 2 years relevant work experience.

 

You can help develop this new function within the Technology team, which will be integral to the future operating model of the service.
