We have the following opportunities available:

2 x full-time, permanent positions (with flexibility to consider part-time working for each post).

Within the two available vacancies, we are open to appointing at the level best suited to successful applicants’ skills and experience. Appointments made at Commercial and Procurement Officer level may have potential for future growth into a Senior Commercial and Procurement Officer post subject to future development and budgets. We are very keen to develop our staff and a number of current senior staff in the team joined us originally as Commercial and Procurement Officers.  

About the Roles

These roles sit within the Procurement Team, part of the wider Commercial Team – People Services.  Focussing on the procurement and development of ‘People’ based services the team covers wide responsibilities including service design, procurement advice, challenge and advice on existing services, and end to end procurement project management.

Reporting to a Commercial & Procurement Manager you will develop bespoke procurement and contract documentation which will deliver appropriate cost-effective outcomes for the Council and provide life-enhancing support for some of the most vulnerable residents of Lincolnshire. You will thrive in a truly encouraging and supportive team environment, knowing your daily work makes a positive difference! You may have experience of procurement and/or contract management, the Care or Health sectors, or you may be very motivated to join it. Either way, we welcome your interest.

Ideally for the Senior Commercial and Procurement Officer post(s), we are looking for candidates who have the skills to develop high value commercial arrangements for new services that support hospital discharges and individual brokerage placements, to effectively negotiate with providers and develop the market to meet future needs.

To be effective in these roles you will ideally be:

  • For the Senior Commercial and Procurement Officer role, educated to degree level in a relevant subject or hold an equivalent professional qualification
  • Experienced in public sector procurement, although those whose background is not in the public sector but who can demonstrate an understanding of the issues and processes around public sector procurement will also be considered
  • Commercially minded with a good understanding of getting good value from contracted services
  • Able to develop and maintain successful working relationships
  • An effective communicator, with strong negotiation skills
  • Forward thinking and keen to embed new ways of thinking and working

Appointment to the role(s) will be offered at a salary of between £40,221 and £44,428 (depending on skills and experience).

Commercial and Procurement Officer

Appointment to the role(s) will be offered at a salary of between £33,024 and £36,648 (depending on skills and experience).
