Overall purpose of role
Provide professional advice on technical commercial and governance matters to a portfolio of senior customers to ensure the Force and PCC comply with Financial Regulations, Contract Standing Orders and Procurement legislation to protect from financial and reputational risk.
Key outputs for role –
- Lead by example and behave in line with the Police Code of Ethics ensuring that the force values and behavioural expectations are clearly understood and considered by managers, officers and staff in their decision making and actions, reinforcing and influencing them through all interactions and processes.
- Manage and develop procurement governance arrangements so that the Procurement Team and the Force/PCC comply with Contract Standing Orders, including but not limited to Exceptions, Variations etc.
- Provide guidance, advice, and support to the Procurement Team and stakeholders, to ensure compliance with all relevant procurement legislation. Driving excellent customer service to all stakeholders.
- Provide advice and guidance upon the implementation of National Procurement Policy Statements and any statutory changes to Public Procurement Legislation.
- Manage the development of the key suite of procurement documentation ensuring that they remain relevant, consistent, and up to date with any changes in regulations or policy that impact on their efficacy.
- Develop and implement best practice contract management across a devolved contract management structure.
- Ensure effective support and training is available across the Force business areas to ensure effective contract management and value for money is achieved.
- Manage reporting arrangements so that the Procurement Team and the Force/WYCA comply with Regulation 84 of the Public Contracts Regulations and Contract Standing Orders. Ensure all necessary information is held centrally by Procurement and provided promptly to the Cabinet Office when requested.
- Manage and respond within the legislative deadline to all Freedom of Information and Subject Access requests received by the Procurement Team on behalf of the Force/WYCA.
- Manage and respond to all requests including but not limited to, internal/external Audit, Ombudsman and public complaints, information security, and business continuity.
- Support the Director of Procurement to implement the annual planning process including forward plans, commercial pipeline, and updates to Contract Standing Orders and scheme of delegation.
- Ensure all key performance information is accurately recorded and reported. Work with the Procurement Team to ensure improvements in the quality and coverage of records held on the National Procurement Database.
- Ensure all content on the Force Intranet and external website is accessible, up to date and meets the needs of internal users and publication requirements for suppliers.
- Develop the use of social media to raise market awareness of how to do business with the Force/PCC to increase supplier interest in bidding for contracts.
