Salary: £58,064 - £63,754 per annum
Hours: 37
Contract: Permanent
Base: Sand Martin House, Peterborough - Agile Role (Currently 2 days per week in the office and 3 days work from home)
Holidays: Annual Leave starts at 25 days (plus, public holidays)

ABOUT THE ROLE
The postholder will be expected to help to provide a comprehensive compliant procurement service to the Council and Peterborough Limited reporting to the Head of Procurement, to deliver the Council’s vision of a “Bigger and Better Peterborough” and the Council’s values.
The post holder will deliver contracts in areas such as Social Care, Property, Leisure, Public Heath to improve the lives of the people of Peterborough. The post holder will be an expert practitioner in Public Contracts Regulations and will both be an expert practitioner and act as subject matter expert in all areas of Procurement to include but not limited to Stakeholder Engagement, Supplier Engagement, Soft Market Testing, Benchmarking, Tendering (Including Notices), Evaluation and Award. The post holder will have strong negotiation skills. The post holder will have exceptional communication skills and be adept at communicating at all levels.
ESSENTIAL CRITERIA
Qualifications:
- 5 GCSE’s graded at A to C, two of which must be English and Maths (or equivalent qualifications)

Membership of Chartered Institute of Procurement and Supply (MCIPS) or minimum 5 years experience gained within a comparable environment and studying towards MCIPS.
Knowledge & Skills:
- Knowledge of the stages involved in developing and implementing contracting strategies.
- Knowledge of relevant procurement legislation.
- Excellent communication and negotiation skills.
- Good standard of analytical and data management skills
Experience:

Extensive experience of Line Management to include coaching, training, staff development and appraisal

Expert in conducting full end to end procurement process

Experienced Procurement Professional

What we are looking for:
Meet Ashley… They've been working in a variety of Public Sector Procurement positions for at least 5 years and understands the Governance requirements of Local Authorities. Ashley has multi category management experience including Social Care or Highways and Hard and Soft FM higher value procurements. Ashley is emotionally intelligent and has excellent client and stakeholder management skills. Ashley has excellent time and priority management skills and is an experienced programme manager. Ashley is experienced in working through the procurement life cycle reviewing current and past contract performance with the Client to engaging with the market and influencing the specification and procurement plan for procurements. Ashley is an experienced manager and is equally adept in motivating and mentoring staff but is also capable of managing performance that is not up to standard. Ashley is MCIPS qualified or is working towards this currently.
