The Role

As the Procurement Officer you will enhance and implement the Authority’s procurement strategy and support the management of our activities by developing processes and systems appropriate to efficient and effective procurement activity within the public sector environment. 

You will manage a significant programme of procurement for the Cairngorms 2030 programme, as well as for the Authority’s core delivery. You will provide support and guidance to colleagues through all stages of the procurement process, from development of specification, supporting appropriate approaches to market, to contract management and final delivery. 

You will be the organisation’s procurement expert, ensuring that all legislative and regulatory standards are met, and providing support and education to colleagues, to improve the quality of procurement activity throughout the organisation. 

This is a career graded post. Demonstrable experience of supporting successful procurements through the Scottish Government's three procurement journey routes and utilising Public Contracts Scotland would support appointment immediately at band E (salary scale 42,721 – 49,797). Alternatively, the post is suitable for someone who is at the earlier stages of their procurement career, starting at band D (salary scale 35,152 – 42,092), and subject to ongoing performance and organisation need, there is scope to work through the role upwards. Movement to band E will be subject to appraisal reviews of performance and suitable experience and / or qualifications gained.

About You

To be considered as our Procurement Officer, you’ll need: 

  • Direct and proven experience in a procurement management role that involved the development of strategy, policy, processes, and procedures. 
  • Direct and proven experience of contract management. 
  • Knowledge of relevant legislation and policy in relation to public procurement.
  • The ability to articulate with excellent interpersonal and communication skills. 
  • The ability to work collaboratively, both within the organisation and in partnership with others. 
  • Excellent analytical and strategic thinking skills. 
  • Proficiency in Microsoft Office applications. 
  • Permission to work in the UK.
