What this job involves:

The Procurement Manager is responsible for leading the strategic sourcing function of PDS Taiwan.

This role will be leading procurement of design and construction site sources, supporting PDS Taiwan Design and Build team and Project Management team.

The Procurement Manager will be a trusted advisor and subject matter expert to both internal stakeholders and clients. The role will be a cross functional role involved in building and maintaining a suitable vendor pool that delivers value to the business, also managing and issuance of Contracts and Purchase Orders. There will also be a large focus on ensuring our vendors are delivering the quality of service and product that JLL expect for its diverse range of clients. You will report directly to the Head of PDS and will have a cost manager who will assist you.

The candidates will be responsible for:

Project Execution
  • Establishing procurement strategy by working with Client and JLL internal stakeholders
  • Leading and executing all RFP, RFQ, tendering and contract registration process per the requirement from the client.
  • Ensuring that vendor procurement processes comply with JLL and Client policy as well as JLL best practice and ethical sourcing practices.
  • Leading tendering processes from RFI through contract execution to ensure the purchase meets Client and Internal stakeholder's requirements. The major areas coverage includes but not limited to the following:
    • Vendor prequalification
    • Service scope and product specification clarification
    • Performance standard requirements
    • Vendor's responsibility and obligation adherence
    • Delivery and installation schedule confirmation
    • Prices and contracts terms negotiation
    • Contract review and execution
  • Managing and leading the troubleshooting process on any vendor issues, vendor management processes, policies, and methods
  • Supporting the updating, renewing, and cancelling process on any vendor contracts whenever is required.
  • Reviewing the JLL standard sub-contractor/consultancy contract with Legal team as needed
Vendor Management
  • Building and maintaining long-lasting relationships with vendors working under JLL Principal model, to ensure JLL has both resilience and value in supply chain.
  • Researching and proposing new vendors in the market per the required service requirement.
  • Communicating product / services-related issues and concerns to vendors with the team
  • Working closely with SCSC team on all Jagger related activities including training and coordination to enhance Bravo usage.
  • Maintaining and updating all vendor documentation and database.
  • Leading vendor onboarding, development and management.
Business Growth
  • Monitor sales trends and available data to determine procurement strategy, with result on achieving lower cost spend on our required services.
  • Participate in internal audits for Procurement Function of PDS internally, identifying risks, establishing risk mitigation and management plans
  • Collaborate with leadership on development and execution of revenue generation strategies, including new product and services implementation.
  • Responsible to initiate, develop and lead cost saving initiatives. Drive saving program per the pre-set yearly target, via innovative approach without affecting the required performance indicator to our client.
  • Lead commercial management team for PDS with cross functions for both Design and Build and Project Management teams.
  • Drive commercial database maintenance and utilization, with QS and internal stakeholders' supports

  • Diploma / Degree in Business administrative or relevant disciplines (in Supply Chain, Finance, Economics)
  • Minimum 7 years of relevant experience in a Sourcing & Procurement management position
  • Strong business development network
  • Proficiency in both written and spoken both in English and Chinese
  • Excellent knowledge of the construction/Fit-out supply chain
  • Excellent PC skills - Advance MS office, MS Project
  • Clear understanding of basic accounting/ finance reporting and practices
  • Able to work on multiple projects simultaneously
  • Strong communication and presentation skills
  • Organization skills, Strong Analytical Ability
  • Demonstrated creative and critical thinking skills
  • Positive, solution-oriented communications and a willingness to take responsibility
