About the role

The Tender Manager is responsible for supporting the business in the development, performance and maintenance of the tender process activities to obtain maximum efficiency, quality, service and profitability, whilst ensuring the companies ESG requirements are met. 

The Tender Manager will ensure the tender process offers a consistent, fair competition, open and transparent communication adheres to the contract governance and delegated financial authority requirements.

This role will require at least 2 days per week on site, with the Finance and Procurement monthly results meeting and the quarterly F&P meeting whether held on site or off site to be attended in person. This role is open to hybrid working, with Tuesdays and Thursdays expected to be core days. 

You will work as part of a team of four, which consists of Head of Procurement, Procurement Business Partner and a Procurement Administrator, alongside the wider Finance division at the airport, interacting with various stakeholders across the business and ensuring that the airport buys goods and services that are fit for purpose, keeping the airports values at the core of your actions.

About the Recruitment Process

For successful candidates, the first interviews will be held in person (WC 17th of June).

  • The Head of Procurement will explain the role and requirements.
  • The candidate will set out where their experience matches to the requirements of the role
  • The candidate will be asked competency and non-technical questions ranging from their style of working to experience in stakeholder management.

If successful, the 2nd stage of the interview will be with the CFO and a key stakeholder.

What you’ll be doing 

  • Manage the companies expiring contract data base to identify possible tender opportunities, with a three year rolling plan.
  • Liaise with stakeholders on contract expiry or supplier non-performance which may lead to a tender activity, and challenge and negotiate fees to ensure value for money.
  • Management of the incumbent supplier’s exit if applicable.
  • Liaising with Stakeholders to draft the tender documentation which includes but not limited to; scope, capability, technical and experience related questions, health and safety compliance, sustainability information, TUPE liability, time lines and NDAs where applicable
  • Manage the tender process to ensure fair consistent competition, open and transparent communication, and realistic timelines for all tenderees and stakeholders, ensuring good due diligence.
  • Hold site visits where applicable depending on the services or goods to be tendered. 
  • Ensure a good communication link between the Stake Holder and the Finance Business Partners, to ensure an understanding of the budget and fees associated with the goods/ services.
  • Draw up and execute contracts whilst ensuring contract governance is adhered to. 
  • Ensure Board approval on contracts with a total financial commitment of £1m or more, which includes writing the Board paper.
  • Be an active participant in mobilisation and de-mobilisation meetings.
  • Negotiate contracts from all cost centres as required during tender activities down time.
  • Liaise/assist internal and external customers and Accounts Payable with queries.
  • Update the Productivity tracker and the Contract tracker when required to ensure good communication of the activities being carried out.

What we’re looking for

  • This role requires the successful candidate to obtain a Counter Terrorist Check, so you must have been living in the UK for the last 3 consecutive years
  • Significant experience as a tender manager in a similar sized organisation, CIPS qualification would be an advantage but is not essential 
  • Aptitude for tender process management and supplier relationship management.
  • Excellent analytical, interpersonal, organisational and communication skills.
  • Experience of writing and reviewing contracts. 
  • Ability to work under pressure.
  • Proven ability to coach and develop others.
