AtkinsRealis are currently looking for experienced Commercial Manager to join our team to work on newly awarded projects across varying sectors and various locations within KSA. This is a fantastic opportunity to be part of a growing team on high profile projects within in KSA.

Manages the entire tender process from developing the procurement strategy to contract signature, ensuring compliance with the RCU's Procurement and Finance Bylaw and approved procedures, in order to maintain governance and accountability of actions.

- Stakeholder Management
- Involved in Sourcing Request and Source-to-Pay processes to provide inputs to relevant stakeholders in negotiation decisions. This involves taking legal or regulatory requirements, contract standards, and cost targets into account to ensure that the organization's key interests are captured and covered in the tender/contract.
- Ensure that RCU's stakeholder, such as Project Commercial Manager, Pre-Tendering & Packaging Director, Business Owner and Project Control & Governance VP are consulted for any strategic decisions, contract variations, or approvals pertaining to complex tenders/contracts.
- Prepare the procurement plan and coordinate with the Business Owner for the project's budget estimate. Submit the presentation to the Procurement Department for review and present it to the board for approval.
- Coordinate with Business Owner, RCU's Development and Delivery Team, PDO and Cost Consultant to develope the scope of work, including the technical conditions and specifications of the Project and associate pricing schedule.
- Ensure compliance with RCU's Procurement and Finance Bylaw and adhere to standards, procedures, and templates set by the Legal Department.
- Coordinate with project's appointed technical and commercial teams to prepare the technical and commercial criteria for evaluating bids.
- Liaise with RCU's stakeholder as necessary for all contract procurements requiring inputs or actions, mainly with Supplier Relationship Management (SRM) for any vendor registration related issue, Procurement, Legal and Finance Departments.
- Participate in the tendering process, including job explanation meetings, site visits, tender clarifications, and tender addendums.
- Oversee bid evaluation commercially, in coordination with the Procurement Department for any post-tender clarification, and provide recommendations. (Coordinate with Procurement Department and prepare the award presentation to board for approval, if required)
- Recognize key issues and options in procurement negotiation and assess negotiation arguments to make well-informed decisions.
- Escalate any contractual deviations to legal department and closely follow-up on legal actions resulting from contractual deviations (Coordinate with Procurement Department for any exceptions from the application of the Bylaws and prepare the presentation to Excom for approval).
- Maintain records for correspondence and documentation in relation to established contracts and those in progress.
- Meeting with Procurement Department to provide regular reviews of existing process, and propose improvements aimed at increasing resilience, speed, and efficiency of procurement process.
- Handed over the complete contract document and all necessary templates to the RCU's Development & Delivery team and Post Contract Management team, and provide any needed information and support to the RCU's team.
- Lead stakeholder communications regarding contractual updates, changes, and overall performance, and provide guidance on complex matters (Only when RCU requests for the post-contract support)
- Manage escalated claims and non-conformities, and handle Contract amendment or termination with proper justification and adhere to bylaw requirements (Only when RCU requests for the post contract support)
- Solid knowledge of legal and financial requirements pertaining to contracts
- MRICS is mandatory
- Excellent writing and reporting skills

- Ability to multi-task and work independently
- Strong stakeholder management and engagement capabilities
- Proficiency in Microsoft Office
- Familiar with standard procurement policy and contract procedures
- Knowledge and experience in various procurement methods such as direct purchase, limited tender, two-stage tendering, public tender and Framework Agreement
- Knowledge and experience in various contract types such as Public Works Contracts, Consultant Services, Design and Build Contracts
- Proficient in BI tools e.g. PowerBI
- Experience in SAP Ariba system
- Knowledge and experience in other contract types such as Continuous Execution Contracts, Renting or Replacement, Implementation of Projects funded by Others, Usufruct Agreements (BOT), Cost-plus Contracts, Revenue or Profit-sharing Contracts
- Arabic speaker
