Job Description:
Parsons is looking for an amazingly talented Commercial Manager to join our team! Reporting to the Senior Commercial Manager for our Site Logistics Sector you will manage all elements of contract activity. You must be experienced in contract management (FIDIC), change management, infrastructure delivery, and contract reporting in a regulated environment.
The works will be predominantly site based (Riyadh & surrounding area), with some travel to supplier facilities and the client's offices required.

What You'll Be Doing:
- Interaction with the project team, client, consultants and contractors, as required, with respect to commercial and contractual matters.
- Prepare, review, update and advise on client budgets and estimates for consultant services and/or construction works.
- Review and advise on matters concerning warranties, bonds, insurances, guarantees, etc. for compliance with the relevant terms and conditions of the contract.
- Administration and/or monitoring of new and on-going contracts for contractors and providing advice to the project team.
- Prepare correspondence and maintain records and logs for variations, claims, etc. necessary to ensure the effective administration of all financial and contractual matters.
- Review of contractual notices of all types of claims and providing contractual advice to the project delivery teams.
- Review and/or evaluate variations, new rates, etc. submitted by contractors, prepare change requests, prepare instructions and variation orders.
- Assist in the review of contractors claims in accordance with the provisions of the contract and ensures the client's interests are protected.
- Facilitate the contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment to contractor/consultant.
- Assist in the preparation of monthly cost/commercial progress and any ad-hoc reports as required by the client.
- Attend and/or chair commercial meetings and attend change meetings, progress meetings, workshops, etc. as required.
- Maintain Advance Warnings (Early Warnings), RFC and VO schedules, and produce time and cost impact assessments.
- Prepare and maintain monthly cashflow forecasts for consolidation into the overall cashflow report,
- Administer change management process in accordance with the requirements of the relevant contracts, paying attention to times allowed for notifications and responses and advising client of critical timescales and dates
- Prepare and issue Engineer's Instructions.
- Any other duties assigned by the Commercial Director.
- Bachelor's degree in Quantity Surveying, Commercial Management, Engineering, or related field.
- Membership of relevant professional body such as RICS, CIArb, CIOB, CICES.
- Minimum of 15+ years' experience required in contracts administration and commercial management on infrastructure projects.
- Experience in Quantity Surveying, Contract Administration, and Commercial Management services with one of the top-tier consulting firms in the Middle East.
- Business Systems knowledge including PRISM, SAP Fiori, ACONEX
- Excellent written contractual correspondence and verbal communication skills in English.
- Working knowledge of software typically associated with quantity surveying and contract administration.
