Procurement Manager
Report on status of procurement activities at project co-ordination meetings and prepare a weekly procurement report in accordance with the Project instructions.
Job Responsibilities:
- The Procurement Manager, operating within Client Project Management Office (PMO) team, will be responsible for the successful delivery of procurement related activities of multiple Capital projects in the Asia Pacific Region. The Procurement Manager will require to have adequate knowledge and information about the business and the project in order to make informed value decisions for both the Client and the Company.
- Establish, in association with the Client's representatives, the Area Managers, the Construction Manager and the Controls Manager, the procurement strategies for definition of purchasing and construction packages for the project including identification of critical materials.
- Prepare the procurement plan and assists in the scheduling of the equipment contract packages.
- Participate in the preparation of the detailed estimate and the control budget.
- Supervise the preparation of commercial terms and conditions for contracts and purchase orders.
- Carry out necessary surveys to determine which materials/equipment may be available locally and those to be purchased direct from international suppliers.
- Ensure that the project objectives of quality, cost and schedule are being met.
- Ensure that the lawful obligations of the Company and Client are passed on to the suppliers and contractors.
- Ensure that procurement is being carried out in a professional and ethical manner.
- Establish the levels of quality, the methods and procedures to control and report Quality Assurance requirements during the procurement cycle.
- Ensure that policies and procedures for procurement are established and adhered to within the PMO team.
- Co-ordinate work requirement with other disciplines to ensure that procurement personnel are kept informed of all changes.
- Establish and maintain a close working relationship with Client's Procurement Representatives and ensures that the procurement responsibilities of the Company are being fulfilled.
- Monitor the preparation and issue of Requests for Tender, the receipt of tenders and preparation of commercial evaluations.
- After receipt of technical evaluations, consolidate the joint technical/commercial evaluation.
- Monitor the administration of Purchase Orders up to closed out.
- Advise of any disputes, actions, or potential claims against the Purchase Orders.
- Proactively identify supplier risks and execute mitigation strategies. Ensure that potential claims are identified and recorded.
- Establish and maintain a good working relationship with the contractors/suppliers for the project and work with the various Client Stakeholders and project personnel.
Requirements
- Degree in Quantity Surveying or M&E Engineering its equivalent.
- A minimum 5 years' experience as consultant or client representative.
- Experience in procurement management services for both pre-contract and post contract stages.
- Experience in Data Center, Life Cycle Replacement and Office fit-out projects.
- Experience in client management environment that requires individual to utilise critical business development skills and advisory skills to enhance project delivery on value management and life cycle costing.
- Relevant experience in working with international teams.
- Ability to work in a fast-paced environment dealing with multiple stakeholders.
- Excellent verbal, written and interpersonal communication skills in both English and Chinese.
- Having experience with Ariba will be advantageous.
