Job description

Responsibility for delivering Category Management across a broad range of allocated goods and services including but not limited to the development of procurement and contracting strategies, compiling tenders, placing and managing service contracts for services such as Digital and IT Services, HR & L&D Services, or those in support of our Court work.

To provide commercial advice to both internal and external stakeholders. Driving service delivery improvements and project management, underpinning these activities with a focus on compliance and achieving excellent value for money.

You will be responsible for specified category plans, managing stakeholders, spend analysis, savings reporting and procurement pipeline. Continuous improvement and innovation will be key to identifying and delivering opportunities within category.

You will be responsible for delivering high quality, value for money procurements and providing contract management to ensure that suppliers deliver not on the contracted services but also continuous improvement to drive innovation in our service provision.

Responsibilities

Lead on the design and delivery of the procurement and contracting strategies for nominated categories of goods and services.

Manage delivery of category plans, including procurement and contract management priorities, resource allocation, savings identification and reporting to SLT on risks and issues. Allocate resources both within category and to support delivery across the commercial function, including allocating stretch projects in support of business plan delivery.

Manage team to deliver effective procurements to deliver value for money and drive added value through contract management and assurance of team activities.

Plan and manage the handover of contracts to operational teams, providing contract management expertise and support according to contract size and risk profile.

Negotiate with suppliers in category for both contract award and contract change controls.

Manage own procurements, including Official Journal of the European Union (OJEU), to deliver value for money and high quality services.

Pro-actively identify delays in large scale procurements and resource issues, mitigating these to keep purchasing programmes and negotiations on track. Provide commercial advice to team members, colleagues and both internal and external stakeholders.

Support the Head of Category in the development and implementation of category strategy, commercial policy and working practices.

Benefits

Candidates who are recommended by the selection panel but not appointed to the current vacancy will be placed on a waiting list for 12 months and may be offered another post, should any further vacancies for a Senior Commercial Manager arise in the Digital and Commercial area during this period. CPS may also approach candidates on the waiting list to fill other Digital and Commercial area roles requiring similar knowledge and experience.

This is a full time post. However, requests for flexible, part-time working and job share will be considered, taking into account at all times the operational needs of the Department.

Overtime

If overtime is necessary, employees will be invited to volunteer. It is a condition of contract that you are available to work overtime for one weekend in every four, if there are insufficient volunteers, you will be required to work overtime if requested to do so by your line manager.

Other

Customer facing roles in the CPS require the ability to converse at ease with members of the public and provide advice in accurate spoken English and/or Welsh where required. Where this is an essential requirement this will be tested as part of the selection process.

From April 2018, the CPS will provide a Fair Processing Notice (FPN) to all new applicants after they have been successful at interview.
