The 7 Force Procurement Team is a new shared service supporting the seven police forces across the East of England (Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Kent, Norfolk and Suffolk).  This collaboration is responsible for third party spend of approximately £230m per annum, making the 7 Force Collaboration the second largest police procurement collective after the Metropolitan Police. 

The vision for the Seven Force procurement team is to enable the delivery of an effective Police service and provide support for victims of crime and the public in the eastern region by procuring and managing a high quality, value for money supply chain.

An opportunity has arisen for an individual to undertake the role of Governance and Standards Manager who will work closely in support of the Head of Governance and Standards and other member of the Senior Leadership Team in the delivery of an effective and efficient service.

This is a challenging role requiring enthusiasm and initiative that will provide the right candidate with an interesting and diverse workload operating with stakeholders across the region.  You will be supported in your role with professional development and you will have the ability to work flexibly from any location within the region.

To work in this role, you will be able to demonstrate a thorough understanding and experience of public sector procurement and in the design, development and implementation of procurement policies and processes to be used within the wider team.  Your expertise will ensure that they are compliant with the Procurement Strategy, Force Policies, Financial Regulations, UK legislation and EU regulations.  You should have experience of administering procurement systems (e-tendering, contract registers, spend analysis tools) and providing management information.  The Governance and Standards team are also responsible for administering the Strategic Procurement Governance Board and therefore experience of managing the activities necessary to keep such boards running is key.  You will also be required to design and deliver training to improve technical expertise in the function. 

You will be educated to degree level and will hold MCIPS Level 6 in-line with the CIPS structure guidance, or be able to clearly evidence equivalent levels of experience, technical knowledge and expertise by having worked as a leading Procurement professional as a Manager of Governance work-stream, for a complex, public sector organisation.

The postholder for this role will be employed by Essex Police but the base location of the postholder could be within any of the seven police forces listed above (i.e. local to you) and is therefore open to candidates across all regions.

Travel Requirement: Whilst the role will be based at the local force location and conferencing technology is coming to the fore, you will be required as part of the role to travel to other establishments across the seven forces and more widely to fulfil the role requirements.
