Kelly Jennings and Associates have been retained to recruit for a Senior Procurement Officer on behalf of a leading NI Housing Association. The Senior Procurement Officer will support the Procurement Manager in delivering value for money, group procurement solutions. Procurements range from multi-million-pound construction programs to maintenance projects, consumables, specialist equipment and services. The Senior Procurement Officer will be assigned to high risk / high-value contracts that are of strategic importance and will delegate work appropriately, providing assistance to Procurement Officers in areas such as compliance, performance management, coaching, training and development.
Senior Procurement Officer role and responsibilities:
As Senior Procurement Officer, you will assist the Procurement Manager in delivering a robust procurement function that meets stakeholder requirements. It will be your job to provide high quality, relevant advice and information to key stakeholders and staff, making recommendations that have been based on sound data and public procurement best practice. Other responsibilities will include:
- Relationship management
- Continuous improvement
- Contract Management
- Market research, including keeping up to date with relevant legislation, policies and practices.
- Ensuring compliance with public procurement legislation and internal policy through the leading and management of tender and award processes, both above and below the EU tender threshold
- Deputizing for the Procurement Manager as required
The salary scale for the successful Senior Procurement Officer is £31,680-£36960. My client pride themselves in offering family-friendly policies, including flexi-time and work from home options. The successful Senior Procurement Officer should be educated to degree level and hold/be studying towards a CIPS Level 4 procurement qualification. Your experience should include Supervision and mentoring of a team. In addition, you should be able to demonstrate:
- At least three years relevant experience delivering procurement exercises and advice, including responsibility for leading and managing high-value procurements
- Good interpersonal and communication skills with the ability to work in a changing environment
- Experience of using IT systems / electronic procurement software (eg e-tenders
- Knowledge of value for money, tendering and contract management including complex, high-value projects
Preference will be given to candidates who, as well as the above can demonstrate experience of Public Contracts Regulations 2015.
