Hays Procurement is proud to be working in partnership with the University of Cambridge who are looking to appoint a Head of Strategic Sourcing in an exciting new role for the organisation.

The University of Cambridge is one of the world’s oldest and most successful Universities, with an outstanding reputation for academic achievement and research.  Capitalising on its exemption under Public Contract Regulations 2015, the University has truly ambitious plans for the Procurement function.  Procurement and purchasing at the University of Cambridge is about to embark upon transformational change through a three to five year programme of activity - the Strategic Procurement and Purchasing Programme.  This will focus on how the University, its associated bodies and stakeholders can better buy and pay for its goods, works and services in the most sustainable manner possible. 

The University Group Procurement Services team has four objectives as it manages in excess of £500m of addressable spend each year.  These are: Leverage University expenditure, Enhance devolved practice, Develop professional talent and Manage supply risk.  This newly created position has a role to play in all four of these objectives.  As a member of the Senior Leadership Team, reporting directly to the Head of Group Procurement, this position will play an important role in the strategic direction of the Group Procurement team and represent the University of Cambridge at sector-level.

The Head of Strategic Sourcing is accountable for establishing, implementing, communicating and monitoring a complex portfolio of effective University-wide procurement strategies in respect of large-scale, high-risk spend areas (total addressable spend circa £280m per annum), with a view to continuous improvement. Within this remit, The Head of Strategic Sourcing will help build, lead and manage the Strategic Sourcing team (Sourcing Managers, Sourcing Buyers, and Contract Managers), including setting team goals and priorities, advising and investing in staff development, to ensure the team’s effective prioritisation and completion of a complex set of tasks.

The role-holder will be responsible for developing, securing governance approval for, implementing, monitoring and regularly updating a complex portfolio of category strategies to leverage the University’s spend on organisation-wide, non-specialist goods and services. They will maintain close oversight of supplier relationship and contract management, developing working relationships with senior stakeholders and leading complex tendering activity to optimise efficiency, cost-effectiveness and sustainability whilst mitigating identified risk.

The ideal candidate will have extensive experience of developing category management strategies and experience of working in a complex procurement environment, ideally in both the public and private sectors.  You will be able to demonstrate your expertise in Procurement team leadership and development, including objective-setting and ensuring high performance. 

An expert negotiator with experience of delivering complex and large-scale commercial solutions, you will be able to demonstrate an understanding of PCR 2015.  Commercially astute with the ability to identify opportunities, you will be able to build compelling cases for change and drive these through to successful delivery.  Comfortable with decision-making, you will have the ability to adjust to new or changing requirements and to minimise the impact of change on stakeholders.  You will have a Bachelor’s degree and have MCIPS Chartered status with the Ethics module.
