The Procurement team provides a high quality procurement function to the Force and the Procurement Officers are responsible for undertaking any procurement activity required in the awarding of contracts for goods, services and/or works. The role includes providing advice and guidance to internal clients, the preparation of tender and contract documentation, managing the assessment of tenders and facilitation of moderation in a fair and transparent manner, including the provision of guidance to the evaluation panel, and ensuring relevant governance processes are followed at all times. Following the award of a contract, the Procurement Officer will support the contract manager during the mobilisation of the contract producing relevant documentation (such as Buyers’ Guides), as required.

The successful candidate will have experience of the delivery of successful tender processes from initial customer engagement to contract award, using a variety of routes to market e.g. open procedures, frameworks, collaborative agreements.

The successful candidate will have good working knowledge of current UK procurement thresholds and legislation.

The successful candidate will have or be working toward the level 5 CIPS qualification or have relevant professional qualification.

The successful candidate must be able to communicate effectively with stakeholders and suppliers in person, over the phone and in writing and must be able to produce structured reports and briefing papers

The team is based at Force Headquarters, Central Park, Northampton Road, Manchester, M40 5BP however the Procurement Officer will be expected to work on an agile basis as they will have to attend meetings at other Greater Manchester Police sites and will also have the opportunity to work from home.
