Job Details

Camden is changing on the inside to make life better for everyone. Because we’re not just home to the UK’s fast-growing economy. We’re home to the most important conversations happening today. And we’re making radical social change a reality, so that nobody gets left behind. As a Procurement Category Specialist you will be part of this drive for inclusiveness through implementing commercial strategies.

The role

The post-holder will lead, shape and steer the delivery of individual complex procurement projects at all levels within their category area, including above and below UK public procurement thresholds.

The role will report to the Category Manager responsible for commercial strategy within the Supporting Communities department specifically in the areas of spend involving capital investment projects, construction, repairs and maintenance, building and construction consultancy, hard FM, property management and services related to property valuation, marketing and sales.

The post-holder will take projects from initiation through to contract implementation and lifecycle, with responsibility for maximising savings and efficiencies from goods and services while ensuring appropriate levels of quality. You will act as an expert advisor, challenging where appropriate to ensure all procurement processes stand up to scrutiny and are fair. You will be expected to drive through and embed social value outcomes every procurement you support.

Working closely with service leads from across the Council the post holder will provide a professional, ‘value adding’, procurement service.

About you

You will be experienced in working independently on complex projects and be able to maintain a professional and confident working relationship with the service leads and stakeholders within your spend area. This will include the development of appropriate procurement approach options and challenge for commissioners and service leads to deliver required service objectives, innovation and value for money. You will have proven to be capable of producing high quality procurement documentation and robust and transparent management of all stages of the procurement and governance processes.

Expert knowledge of procurement regulations and ability to navigate internal policies and standing orders are essential. Responsibility and drive for personal continuous professional development and shared learning are encouraged within the team.

Experience in the construction and FM spend areas is highly desirable. The post-holder may have expertise within this specific service area but must be flexible in that they may be responsible for delivering procurement projects for a range of different categories/services across the Council as may be required.

We’re ready to welcome your ideas, your views, and your rebellious spirit. Help us redefine our corporate services, and we’ll redefine what a career can be.

Company

Camden is a top performing Council and the only London Borough to score the maximum of 4 for our overall use of resources. We employ over 8,000 people and serve over 200,000 residents in one of London’s most prestigious boroughs. We spend over £400m per annum with suppliers and other external bodies.

Following a review of procurement we have agreed to implement a new procurement model led by a new Chief Procurement Officer, who is also being recruited. Camden’s objective is to remain at the forefront of local government procurement and prepare for the challenges ahead.

Based in King's Cross, the new procurement function will achieve greater efficiencies and value for money on a sustainable basis, supporting the Council’s aim of a significant reduction in gross budget over the period 2011 – 2014 and options for further reductions beyond 2014.

Camden now has a number of exciting and high profile opportunities. We fully recognise that recruiting the right individuals is critical in delivering our objectives. We are looking for exceptional candidates that:

• Have an excellent track record of delivering efficiency improvements in the public sector
• Are able to demonstrate their ability to lead high performing teams
• Are capable of influencing multi-million pound decisions of major significance
• Are skilled in effectively managing relationships with senior stakeholders internally and externally
• Are able to create innovative ideas to solve complex problems in challenging environments
• Have the potential to establish Camden as the country’s leading authority on procurement.
