Summary

The Commercial Team sits within the Digital, Commercial and Information Directorate within the CPS; leading the end to end commercial lifecycle activities, the team is structured with a Category team, Contract Management team, Policy team and Strategic Sourcing and Contract Exit expertise within the Leadership Team

The function is changing and you will have the ability to directly influence how we deliver our services, how we are governed and how we interact with our key stakeholders to ensure that Commercial can add real value to CPS delivery and transformation. This is a pivotal new role in the Commercial Team providing commercial finance advice to internal and external stakeholders to help deliver value for money across all aspects of commercial activity. Reporting to the Head of Strategic Sourcing, the role holder will provide insightful financial analysis and modelling to promote commercial awareness and inform decision making across insourcing, outsourcing and contract management activities. This role will be responsible for embedding the Cabinet Office Outsourcing Playbook into our complex commercial delivery and establishing key concepts such as make/buy assessment, benefits realisation, scenario planning, risk allocation and pricing mechanisms with our key internal customers. It will be imperative to develop strong working relationships with the Finance function, our key customers and senior stakeholders within CPS and to work closely with other government departments, Cabinet Office and our Justice partners to embed best practice in our commercial services.

Please note that this role can be based in any CPS office location, however successful candidates must be prepared to travel to York / London as and when required.

Responsibility for delivering finance insight across a broad range of commercial activity including insourcing, outsourcing and contract management. The role holder will provide commercial finance advice to internal and external stakeholders to help deliver value for money across all aspects of commercial activity. In helping to deliver value for money, the role holder will provide insightful financial analysis and modelling, promote commercial awareness to inform decision making and provide constructive challenge
 

Responsibilities

Lead the delivery of finance activities within Commercial, providing financial expertise embedded within all aspects of the Commercial lifecycle including make/buy decisions, tenders and contract negotiations, to deliver high quality delivery and value for money outcomes.

Support the Head of Strategic Sourcing to embed the Outsourcing Playbook into all commercial activities, providing expertise in embedding delivery model assessments, scenario planning, make/buy assessments, pricing models, payment models and financial implications of risk allocation between suppliers and CPS.

Prepare and deliver effective and targeted presentations, whether verbally or written, face-to-face or online, to inform, influence and persuade stakeholders to adopt the Outsourcing Playbook and ensure compliance with regulatory and policy requirements.

Build collaborative relationships with Finance Business Partners, internal customers (for example Digital and Operations Directorates) in order to inform CPS commercial finance planning and implementation of commercial finance activities in business decisions.

Maintain knowledge of Government Commercial Function (GCF) and the procurement policy landscape to ensure that our service meets all regulatory requirements and key Cabinet Office initiatives including the Outsourcing Playbook. This will also involve keeping up to date with cross government best practice though active participation in cross-government networks.
