Summary

The Commercial Team sits within the Digital, Commercial and Information Directorate within the CPS; leading the end to end commercial lifecycle activities, the team is structured with a Procurement team, Contract Management team, Complex procurements, Governance and Polciy, and Exit.

This role sits within the newly created Governance & Policy area within the Commercial team. The Governance & Policy Team ensure that internal policies and procedures are in place, that cabinet office spending controls are followed and that government regulations are adhered to. Working closely with commercial colleagues to provide fit for purpose toolkits to enable the CPS to carry out all commercial activity in a compliant manner. Working with our stakeholders to ensure understanding of the commercial policy. Managing a library of commercial documentation ensuring fit for purpose templates exist and are updated as soon as is necessary to comply with any legislative change.

The role ensures implementation of national procurement policy notices and provides assurance to auditors that the CPS can meet the mandatory requirements for all commercial undertakings.

We are seeking an individual who is passionate about the implementation of procurement policy and wants to build on their procurement knowledge to develop their skills in the Policy & Governance arena . A good communicator who can promote commercial governance across the organisation. Someone who can manage change effectively, who is enthusiastic and can project manage the relevant workstreams. This role is pivotal to the success of the Commercial Strategy and the roll out and embedding of the Commercial Policy within the CPS.

**Please Note, candidates are required to have experience working in a Commercial/Procurement environment. As well as knowledge of Cabinet Office spending controls and their application. Knowledge of Government Commercial Operating Standards and/or Commercial Continuous Improvement Assessment Framework is also essential**

Please note that this role can be based in any CPS office location, however successful candidates must be prepared to travel to York / London as and when required.

Provide support to the Head of Commercial Policy & Governance managing change by ensuring compliance with government initiatives and legislation.
Provide a go-to service to our internal clients. This will include but is not limited to ensuring adherence to Cabinet Office controls, internal commercial thresholds; alignment to Government Commercial Operating Standards and managing the internal library of commercial documentation.
Responsible for the update an upkeep of a portfolio of templates, attending and leading stakeholder engagement sessions, preparation, and presentation of monthly performance information.
Maintain and develop procurement policies and guidelines to ensure propriety and regularity.
 

Responsibilities

Respond to all enquiries and requests for information from peers and other internal stakeholders both orally and in writing, and with sensitivity and respect for others. Clarifying detail, interpreting policies and guidance to ensure there is no room for ambiguity. This is to be done within agreed timescales.

Ensure all documentation/templates needed for the team are available for the whole procurement process, update as necessary, within agreed timescales, following local and government guidelines.

The postholder will ensure adherence to Cabinet Office controls, internal commercial thresholds; alignment to Government Commercial Operating Standards and managing the internal library of commercial documentation. Where processes are not being undertaken in the appropriate manner, they will take the appropriate action. This may mean putting in place remedial measures, or escalating the issue as appropriate. They will be responsible for the update an upkeep of a portfolio of templates, attending and leading stakeholder engagement sessions, preparation, and presentation of monthly performance information.

Attend both Category and Contract management team meetings as required to provide updates and changes within the governance and policy area.

Troubleshoot and resolve emerging issues where practical or escalate them where complexities arise, providing suggestions for progression and following through to conclusion as delegated by management.

Recognise patterns and trends in a wide range of evidence/data and draw key conclusions, then propose activities based on the conclusions drawn.

The postholder will ensuring compliance with government initiatives and legislation for work that comes under their responsibility.

Regularly review procedures or systems with teams to identify improvements and simplify processes and decision making. They will then assist with the various aspects of the implementation of the changes.

Actively seek input from a diverse range of people, adapting methods and produce outputs that take into account their views.

Readily share resources to support higher priority work, showing pragmatism and support for the shared goals of the organisation.
