Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.

Job description

This role sits within the Strategy and Market Engagement Category within Test and Trace Commercial.

The Strategy and Market Engagement team sets the commercial strategy, provides supply market analysis and develops the maturity of spend categories. Commercial Strategy includes leading on the commercial strategy to support the broader business strategy, leading on commercial policy, taking on cross commercial programmes such as commercialisation of Intellectual Property and engagement with the Devolved Administrations. On the maturity of categories, the team provides strategic input to commercial category teams to develop strategies and assesses supply chain risks.

Technical skills

We'll assess you against these technical skills during the selection process:

  • Procurement Process: Evidence of managing complex contracts successfully in a fast-paced, changing environment, keeping ahead of market factors to ensure successful outcomes are delivered.
  • Stakeholder Management: Evidence of developing effective relationships with both internal and external stakeholders, negotiating challenges to achieve business objectives. Ability to present complex information to multiple invested parties.
  • Commercial Focus: Experience of delivery across the full commercial lifecycle including knowledge and understanding of commercial policies, their practical application as well as the ability to implement the latest commercial methodologies.
  • Coaching Manager: Evidence of leading teams in large-scale complex organisations with a track record of successfully building commercial capability.
