Introduction

At UK Government Investments (UKGI), we provide the government with expertise in corporate finance and governance.  What we do is unique. We are responsible for ensuring the effective governance of government-owned companies (such as the British Business Bank), advising the government on corporate finance issues (including interventions into distressed corporate structures, such as Thomas Cook and British Steel) and all significant UK government asset sales (for example, the sale of the Green Investment Bank, the securitisation of the Student Loan book and the IPO of the Royal Mail). The work we do is significant in terms of social, economic and political impact.

Wholly owned by HM Treasury (HMT), UKGI comprises around 150 experts and is quickly growing, drawn from the private sector (from banks, accountancy and legal firms) and from the Civil Service to ensure we provide government departments with high quality advice that is delivered and acted upon in the best way possible.

The role

You will report to the Assistant Director – Commercial, and together will be responsible for the delivery of all procurement requirements across the organisation, ranging from business-information tools and cloud-based IT to consultancy and other professional services.

The work of UKGI sits at the intersection of the private and public sectors and provides an exciting environment in which to work. You will provide procurement support to novel, high-profile and unique projects, including corporate-finance transactions and corporate-governance work spanning government. The work is challenging, fast-paced and crucial to the delivery of UKGI’s purpose. It will involve taking the lead on procurement in consultation with senior clients who are experts and leaders in their fields.

We are therefore seeking an individual with strong commercial awareness and the ability to engage confidently with senior stakeholders on procurement and contract-delivery approaches. The successful candidate should be able to demonstrate an ability to shape and influence commercial activity and achieve effective commercial outcomes that will deliver value for money and help develop capability across the organisation. The jobholder will also need to be able to quickly establish effective relationships with and influence a range of stakeholders who have different perspectives. This will involve being able to communicate complex commercial issues clearly and effectively both in writing and in person. The successful candidate will also be able to retain focus on the top priorities and ensure that results are achieved on time.

Key Responsibilities

As a procurement analyst within the UKGI you will:

  • Manage and deliver the procurement of professional-services contracts (whether directly or in liaison with the Crown Commercial Service), sometimes on a highly urgent basis
  • Advise on procurement options to meet requirements
  • Advise on specifications and evaluation criteria
  • Advise on appropriate KPIs
  • Assist with development of business cases for procurement requirements, especially with cost estimates for professional services
  • Produce procurement governance papers, including procurement strategies and contract-award papers
  • Draft and compile contracts, generally from existing Government templates
  • Maintain and update the procurement pipeline and contract database
  • Assist with the delivery of procurement training to UKGI staff
  • Maintain procurement document filing structure

 

 

Experience and Qualifications

  • Independently managing and delivering public-sector procurement processes (at least two years’ experience preferred) compliant with the law and best practice, including the development of procurement strategies
  • Using e-tendering systems
  • Advising stakeholders on procurement processes and options
  • Drafting and compiling invitation-to-tender documents compliant with the law and best practice
  • Preparing, reviewing and agreeing contract terms and conditions and commercial schedules
  • Advising on and navigating procurement and financial governance processes
  • Advising on expected costs of professional services, in consultation with subject-matter experts
  • Managing the delivery of multiple activities in parallel in a fast-paced environment
  • Preferably holding a CIPS accreditation or equivalent

Skills and Technical Knowledge

  • Strong knowledge of public-sector procurement processes and best practice under the Public Contracts Regulations 2015, Procurement Policy Notes and other HM Government guidance
  • Strong customer-service ethos, demonstrating proactive behaviours and taking responsibility for achieving good outcomes
  • Ability to communicate effectively (both written and verbal) and influence others to achieve efficient and practical outcomes
  • Ability to think flexibly and be solution-oriented in advising stakeholders
  • Familiarity with and ability to use e-tendering systems
  • Ability to advise on and develop cost estimates, pricing models and other quantitative measures
  • Fluency in spreadsheet and word-processing programmes
  • Highly organised – able to efficiently keep track of multiple ongoing procurement activities at various stages
