Job Description

The Lead the initiation, planning, and delivery of a new organisation-wide commercialisation strategy, maximising new and existing sources of income to support the Council’s corporate and financial objectives.  The role will be responsible for supporting the Council in delivering innovative commercial projects, communication, engagement and developing staff both in the newly formed commercial unit and wider throughout the Council.

Develop, deliver and embed a strategy on a phased approach that establishes pioneering opportunities for the council to contribute to the recovery plan and wider ‘focus on the future’ wellbeing plan through the newly formed commercial department.

Embed a culture of entrepreneurialism across the council, mentoring existing procurement and commercial team and key officers across the Council, delivering long term sustainable sources of income and efficiency to offset budgetary pressures whilst maintaining and/or improving service provision across a diverse range of Council and Partner led services.

Main Responsibilities

  • Proactively engage in the Commercialisation project work stream championing commercial projects and programmes.  Continually manage and oversee the delivery of this work programme, using excellent stakeholder, risk, financial, and programme management to track its progress against key milestones and take action accordingly.
  • Work collaboratively with managers, staff and Members to motivate and elevate a more commercial culture throughout the organisation, working particularly closely with Chief Officers to enable a business-like ethos in which they actively shape excellent services.
  • Identify case studies and good practice concerning commercial successes, particularly in the public sector and recognise innovation within the Council.
  • Demonstrate commercial behaviours and skills within the organisation, building a positive reputation for the commercialisation strategy with internal stakeholders.
  • Simultaneously, build a positive reputation for the Council with external stakeholders, demonstrating a proactive, forward-thinking approach when engaging with existing and potential customers, clients, and partners.
  • Form a coherent, robust, and sustainable commercialisation strategy with a clear delivery plan achieving realistic and deliverable financial targets, underpinned by excellent business analysis a clear understanding of achievable commercial approaches to service delivery across Council departments.
  • Developing and promoting innovative collaborative solutions with 3rd sector partners and organisations.
  • Proactively challenge existing service delivery to identify opportunities for innovation and improvement to utilise the full potential of resources and deliver excellent outcomes for customers.
  • Design new ways of generating income and social benefits through the Council’s existing procurement portfolio.
  • Work at the political/management interface to support and influence elected Members in their work and on the commercial strategy/agenda.
  • Work with other authorities to explore and develop collaborative opportunities.
  • Line Management responsibility for one support officer

General responsibilities.

  • Contributing to the wider corporate ambitions of the organisation’s Focus on the Future – Wellbeing plan & Recovery plan, within which this work will sit.
  • Contribute to and exhibit the organisation’s values.
  • Carry out other duties within scope of commercialisation as directed by the Deputy Chief Executive.

Governance and corporate responsibilities

  • Undertake any additional responsibilities as directed by the line manager commensurate with the level and grading for the role
  • Adhere to the Council’s policies, rules and procedures and all other legislative responsibilities, governance, financial and procedural rules.
  • Ensure compliance to the organisation’s Code of Conduct in the delivery and provision of services to staff and the community

You will need to demonstrate experience of transformational change within an organisation, and use of the appropriate tools and techniques to engender a new way of thinking at the right levels.

Have excellent financial management skills, including budget information, financial planning, monitoring and control, all within tight financial limits in a complex organisation. Have the ability to produce clear and coherent plans and strategies to support the achievement of corporate priorities and objectives and have the ability to critically evaluate current delivery models and creatively identify opportunities for improved commercial outcomes that maximise income.
