The Prospere Learning Trust was formed in September 2017 through the merger of two multi-academy trusts. Job Description

Procurement Business Partner:

  • Providing procurement advice, guidance and support to all areas of the organisation
  • Creation and implementation of a Trust-wide Procurement Strategy, which delivers maximum value for money and links in with the Trust' strategies and aims, both short term and long term
  • Working closely with department leads on key capital strategies, particularly within in ICT and Estates, ensuring plans are affordable, deliverable and meet the needs of the schools and the Trust
  • Maintaining and implementing the Trust's preferred supplier list, ensuring that new suppliers are appropriately vetted
  • Reviewing and updating all procurement related policies, ensuring they are fit for purpose, in line with Trust other policies and communicated to relevant staff
  • Ensuring all Trust procurement is carried out in line with the Financial Regulations, Procurement Policy, ESFA Academies Handbook and OJEU requirements
  • Managing all tender processes, determining the most appropriate procurement route, writing invitation to tenders, devising specifications and assessing submissions
  • Working closely with Headteachers and Finance Business Partners in order to ensure a Trust wide approach is taken to all procurement
  • Achieving maximum value for money on all Trust tenders and other significant value purchases
  • Maintaining a Trust contract register, monitoring renewal dates and notice periods to ensure contracts are reviewed on a timely basis
  • Ensuring supplier agreements are robust and compliant, working with the Trust's legal advisors as necessary
  • Monitoring contract performance against key KPI's and implementing contract review processes

The Successful Applicant

Procurement Business Partner:

  • You will be ideally part qualified in CIPS working towards full qualification. Qualified by experience would be considered.
  • Significant experience of carrying out procurement exercises and delivering value for money
  • Thorough knowledge of public contract regulations and OJEU procurement processes
  • Capable of working with a range of stakeholders at all levels
  • Proven experience of managing procurement strategies, policies and procedures
  • Demonstrates a collaborative, team working approach focused on improvement and supporting the vision, values and objectives of the organisation
  • Provide a flexible and adaptable approach to work, showing ability to be able to prioritise effectively
