This is an outstanding opportunity to join the Procurement team at North Wales Police as the Purchasing Officer You’ll be joining on a Permanent contract within an organisation that will truly support your success in the workplace.

We are looking for someone to assist the Head of Procurement with the ongoing development of the purchasing function within North Wales Police. Developing and maintaining databases involving contract information and expenditure analysis.

What does the Purchasing Officer role entail?

Within the role you would prepare tender and contract documentation as allocated whilst offering guidance to other Departments and Divisions. Prepare reports and briefings attending meetings to represent the Head of Procurement. You would be responsible for undertaking contract management and monitoring the introduction of e-procurement and provide practical assistance to all areas of North Wales Police, providing up to date reports for the Head of Procurement relating to contracts, contractors, products and services. Managing the tender of a wide range of goods works and services ensuring that current legalisation and force Procurement policies are adhered to.

Other duties will include, but not be limited to:

  • To co-ordinate procurement activities throughout the Force to ensure that common standards and procedures are adopted to ensure Best Value.
  • To produce financial information relating to procurement projects/issues as required.
  • Respond to queries in relation to purchase orders and or invoices for payment, or when audit requires.
  • Prepare and submit the Quarterly savings reports to the Home Office.
  • Be responsible for the management of the Forces Insurance requirements.

What will I need to be considered for the Purchasing Officer role?

  • Educated to Degree level in a relevant subject, or an equivalent amount of relevant previous experience.
  • Qualified member of Chartered Institute of Purchasing and Supply (CIPS).
  • Experience in the use of Information Technology, especially spreadsheets and databases.
  • Experience of preparing reports, procedures and other documents.
  • Experience of compiling financial reports.
  • Knowledge of Procurement related EC regulations.
  • Previous experience in benchmarking, tendering and tender evaluation.
  • Knowledge and experience of procurement and contract
  • The post may involve some travel across the Force area; therefore applicants must have the ability to travel throughout the area on occasions as and when required.

Byddwch yn gyfrifol am reoli cytundebau a monitro cyflwyno e-gaffael gan gynnig cymorth ymarferol ymhob maes yn Heddlu Gogledd Cymru, gan gynnig adroddiadau cyfredol ar gyfer y Pennaeth Caffael yn ymwneud â chytundebau, contractwyr, cynnyrch a gwasanaethau. Rheoli tendrau ystod o waith da a gwasanaethau, gan sicrhau cadw at ddeddfwriaeth gyfredol a pholisïau caffael yr heddlu.

Bydd dyletswyddau eraill yn cynnwys, ond nid yn gyfyngedig i:

  • Gydlynu gweithgareddau caffael drwy gydol yr Heddlu i sicrhau bod safonau a gweithdrefnau cyffredin yn cael eu mabwysiadau i sicrhau'r Gwerth Gorau.
  • Cynhyrchu gwybodaeth ariannol yn ymwneud â chaffael prosiectau/problemau fel bo'r galw.
  • Ymateb i ymholiadau o ran gorchymyn pwrcasu neu anfonebau ar gyfer taliadau, neu pan fo angen archwiliadau.
  • Paratoi a chyflwyno adroddiadau arbedion bob chwarter i'r Swyddfa Gartref.
  • Bod yn gyfrifol am reoli gofynion Yswiriant yr Heddlu.

  • Wedi addysgu i lefel gradd mewn pwnc perthnasol, neu feddu profiad profedig perthnasol.
  • Aelod cymwysedig Sefydliad Siartredig Prynu a Chyflenwi (CIPS).
  • Profiad o ddefnyddio Technoleg Gwybodaeth, yn enwedig taenlennu a basau data.
  • Profiad o baratoi adroddiadau a dogfennau eraill.
  • Profiad o lunio adroddiadau ariannol.
  • Gwybodaeth o reoliadau CU yn ymwneud â Chaffael.
  • Profiad blaenorol mewn meincnodi, tendro a gwerthuso tendrau.
  • Gwybodaeth a phrofiad o gaffael a rheoli cytundeb.
  • Gall y swydd gynnwys peth teithio ar draws yr Heddlu; felly rhaid i ymgeiswyr fod â'r gallu i deithio ar draws yr ardal o bryd i'w gilydd pan fo angen.
