This is a great opportunity to ensure that HMLR has the right strategic commercial advice and support for all aspects of our business. This role will include application of sound judgement and provision of advice at the most senior level on the commercial risks and opportunities HMLR faces and the ways these can be addressed. You will also lead the organisational approach to procurement and contract management, pragmatically balancing our risk appetite with a wide range of business priorities to ensure we operate in a legally sound and value for money manner.


You will be assigned to a contractual 'home' office, but we believe that a blended approach to where you work - with some time in the office and some time at home - may give you an improved experience and has clear business benefits to us. So while there may be role or team activities that are more efficiently done on site in the office and will require your attendance, we enable individual choice where we can, within the context of meeting customer and business needs. This means you are likely to have some input and choice about how and when you will work on site versus from home.

Responsibilities

This is a senior management position with significant board-level exposure leading HMLR’s Commercial function. HMLR has a significant transformation programme as well as key business-as-usual services, and you will bring the ability to advise on strategic investment choices around outsourced delivery options, models and opportunities.

You will build strong relationships with key stakeholders and lead a highly engaged Commercial team in working collaboratively alongside key organisational functions to deliver strong commercial outcomes for our business. You will provide expert advice on the commercial elements of the various programmes that underpin our business strategy. You will also act as head of profession, using your expertise to coach and mentor the team, build organisational commercial awareness and engage with the wider commercial contract management community, to ensure an effective and sustainable commercial capability is in place across HMLR.

You will give strategic advice and guidance to budget holders, Directors and the Land Registry Board, while operating as a trusted advisor to the Executive Board, leading escalation, challenge and key activities in large contracts. You will be responsible for commercial governance, policy and best practice, to ensure compliance and value for money across an annual spend of approximately £80m and contract portfolio of over 250 contracts, with an aggregate value of circa £300m. You will also champion wider commercial thinking around future strategy, service models, and market influencing.

You will provide assurance to the Accounting Officer regarding conduct of procurement and contract management activities, undertaking high value and strategic negotiations as needed. You will build strong working relationships with suppliers, other government departments, internal stakeholders including business partners to ensure business alignment. You will act as Commercial Head of Profession, leading a strong and capable commercial team of 20, maintaining high engagement and an inclusive culture, while ensuring the development of commercial expertise, commercial awareness and contract management capability.

The Commercial team is split across our Croydon, Nottingham and Plymouth offices so this post could be based in any of these. Regular visits to the other offices will be required and wider travel for corporate events is also expected, based on business need.   

Responsibilities

To be successful in this role you will be MCIPS qualified or hold a graduate procurement degree, OR other relevant commercial qualification (eg MBA, law and business degree), OR Government Commercial Function ADC at Associate Commercial Specialist grade A.

You will be able to demonstrate significant experience held in a senior commercial post and have experience of managing a portfolio of procurement and contracts in a dynamic organisation, determining the overall commercial vision and strategy. You will have a working knowledge of good practice across a range of commercial activities including procurement, category management, contract management and commercial strategic advice, while having experience of working at Board level with senior stakeholders.

You will have experience of managing and coaching a diverse team across several locations, driving a performance culture and achieving results, while providing strategic advice, making decisions with a focus on investment and value for money.
