Role Purpose

NRW’s purpose is to pursue the sustainable management of natural resources in Wales, this means that the work required of the new Contract Management Support Service (CMSS) will be extremely varied in interesting. NRW’s CMSS will support contract managers across a range of contract types, inclusive of, but not limited to, purchase contracts, grants, partnerships, leases and management agreements. NRW undertakes work relating to flood risk management, conservation, recreation, commercial work and land management activities.

The CMSS and its team members will play a vital role in the delivery of the NRW Commercial Strategy and Contract Management Plan; implementing best practice in contract management across NRW, promoting the benefits of a compliant, flexible process that achieves value for money for our stakeholders. The department will rely on qualified and experienced contract management professionals to bring a depth of understanding of the subject matter, technical contract expertise and best practice contract management. The CM framework that the team will work within and support is aligned with the National Audit Office (NAO) Good Contract Management Practice and the Cabinet Office Contract Management Professional Standards.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                         

Qualifications and Skills

  1. Chartered Institute of Purchasing & Supply (CIPS) - Level 6 Professional Diploma in Procurement and Supply (Full membership or nearing completion) 
  2. The successful applicant will be expected to undertake and obtain the CMPC expert qualification within 18 months of appointment if not already qualified to that level.
  3. Knowledge and understanding of relevant contract legislation and public sector policy.  (Essential)
  4. Substantial experience of influencing commercial decisions at a project or contract level. (Essential)
  5. Experience of undertaking and leading commercial exercises, demonstrating success with their delivery. (Essential)
  6. Transferrable experience of using commercial approaches to deliver business objectives. (Essential)
  7. Knowledge and understanding of relevant contract legislation and public sector policy.  (Essential)
  8. Experience of undertaking high level and complex negotiations with supply partners. (Desirable)

Diben y Swydd

Diben CNC yw ceisio rheoli adnoddau naturiol yn gynaliadwy yng Nghymru, ac mae hynny'n golygu y bydd y gwaith sy'n ofynnol gan y Gwasanaeth Cymorth Rheoli Contractau yn amrywiol iawn ac yn ddiddorol. Bydd Gwasanaeth Cymorth Rheoli Contractau CNC yn cefnogi rheolwyr contractau ar draws amrediad o fathau o gontractau, gan gynnwys, ond heb fod yn gyfyngedig i'r canlynol: contractau prynu, grantiau, partneriaethau, prydlesau a chytundebau rheoli. Mae CNC yn ymgymryd â gwaith sy'n gysylltiedig â rheoli perygl llifogydd, cadwraeth, gweithgareddau hamdden, gwaith masnachol a gweithgareddau rheoli tir.

Bydd y Gwasanaeth Cymorth Rheoli Contractau ac aelodau'r tîm yn chwarae rhan hanfodol bwysig wrth gyflawni Strategaeth Fasnachol a Chynllun Rheoli Contractau CNC; yn gweithredu'r arferion gorau wrth reoli contractau ledled CNC, yn hyrwyddo'r buddion o broses gydymffurfiol, hyblyg sy'n sicrhau gwerth am arian ar gyfer ein rhanddeiliaid. Bydd yr adran yn dibynnu ar weithwyr rheoli contractau proffesiynol, cymwysedig a phrofiadol i ddod â dealltwriaeth fanwl o'r pwnc, arbenigedd mewn contractau technegol ac arferion gorau ar gyfer rheoli contractau. Mae'r fframwaith Rheoli Contractau y bydd y tîm yn gweithio ynddo ac yn ei gefnogi wedi'i alinio ag Arferion Rheoli Contractau Da y Swyddfa Archwilio Genedlaethol a Safonau Proffesiynol Rheoli Contractau Swyddfa'r Cabinet.
