St Helena Island, South Atlantic

3 years FTC available immediately

Enjoying unique lifestyle opportunities, St Helena Island is a self-governing overseas territory of the United Kingdom. Although better placed to develop economically and socially as a result of opening our international airport in 2017, we are not at the stage of self-sufficiency and therefore remain dependent on UK government aid.

Delivering contract management best practice to mitigate financial, legal and operational risk, you will build an environment to encourage strategic change through the external supply base, developing systems and processes in line with the NAO Best Practice Guide. It will require you to develop the current e-procurement solution to act as the Contract Management database and management tool. You will help Government third party entities with the development of best practice procedures and nurture the personnel involved in contract management to improve their knowledge and competencies.

CIPS qualified, or with an equivalent degree/diploma in a relevant subject, you must have substantial management experience. Knowledge of English Contract Law, Government procurement regulations and effective supplier management should be supported by a background in supplier and contract management where added value has been achieved via effective supply chain development strategies.

Having operated where services are outsourced, you are experienced in analysing and interpreting information to develop solutions or solve problems. With strong communication and interpersonal skills plus the ability to work collaboratively, you are flexible and resilient, showing well-developed negotiating skills in a supplier management environment.

In addition, you must demonstrate our core values of fairness, integrity and teamwork and use your diverse expertise and experiences to ensure your time on the Island has the broadest benefit to St Helena.  As an officer funded through the Technical Co-Operation Programme you will be expected to share your knowledge and skills beyond the workplace contributing to workforce, community and capacity development in St Helena.

Our Benefits Package Includes:

  • Salary: £35k pa, depending on experience and qualifications
  • An International Supplement, full details of which are in the Overseas Vacancy Information at https://sthelenapublicservicejobs.sh/
  • Relocation Allowances, full details of which are in the Overseas Vacancy Information at https://sthelenapublicservicejobs.sh/
  • Annual Pension Contribution of 7.5% of salary
  • Annual Leave of 30 days per annum plus Public Holidays
