Summary

We have a fantastic opportunity to join our Commercial Group as a Procurement Manager. You will play a key role in ensuring that procurement activities throughout HM Land Registry are undertaken in accordance with government guidelines and HM Land Registry policy.

Working within the Procurement and Commercial ICT Category, you will be responsible for providing support to the business in procuring goods and services required by HM Land Registry Groups along with commercial contract management.

You will be joining a dynamic and supportive team, and will be involved in challenging and rewarding work, where no two days are the same.

You will receive training on all aspects of the role, and we will support you to achieve your CIPS Diploma in Purchasing & Supply, along with continuous professional development.

Job description

In this key role, you will be the Procurement Lead for allocated procurement exercises and will develop and maintain internal and external relationships at pre-contract stage.

Post contract you will have an active involvement with internal stakeholders in the management of contractors, working with internal stakeholders, including service delivery managers to ensure contractual compliance. You will attend contract review meetings with suppliers and be responsible for Data Assurance to ensure accurate management information is captured and maintained.

You will report to the Senior Procurement Manager and will be accountable for ensuring all HM Land Registry procurement activities under your control meet the guidelines
established for best practice set out in “Managing Public Money” and adhere to UK and EU Procurement Legislation and the HM Land Registry Procurement Policy.

You will ensure that all procurement activities under your control and within the sphere of influence are regularly reviewed so as to actively achieve efficiency, effectiveness and value for money;

You will support early market engagement activity, and identify, review and define the appropriate route to market in order to produce a Procurement Strategy, in conjunction with stakeholders;

Your duties include Preparation and issue of Invitation to Tender including evaluation criteria documents, development of evaluation models and supporting and documenting the evaluation process, as required; along with preparation of contract and award to supplier

You will provide procurement support for management of suppliers for designated goods and services to HM Land Registry.

Responsibilities

To be successful in this role, you will have significant experience of working in a commercial environment, with demonstrable involvement and proficiency in letting and/or negotiating contracts and/or managing contracts and suppliers. Through your ability to effectively communicate and network, you can build and maintain both internal and external stakeholder relationships.

You should have knowledge of Government Framework Agreements.

Excellent attention to detail will be key in this role, along with the ability to make sound judgements/decisions based on available evidence.

You will be a strong communicator, able to deliver results by proactive, positive, and persuasive means, with the ability to challenge preconceived expectations and provide alternative effective solutions.

This is an exciting and busy role and you will need effective organisational skills and the ability to prioritise workload to deliver results.

Where an individual taking up the responsibility will be based in Swansea Office, the ability to speak Welsh is desirable.
