The Code of Practice on the English language requirement for public sector workers, Part 7 of the Immigration Act 2016 requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

As our new Head of Procurement, you will lead all aspects of our Procurement Strategy.  Overseeing a team of procurement and purchasing experts, accounts payable staff and purchase order teams, you’ll shape a programme of Procurement activities across the Council, aimed at securing best value and enhanced Social Value for the District.  Working with departments, sometimes by invite and sometimes by imperative, you’ll drive value from council purchasing budgets, benefiting our services, our financial strategy and our District all focused on delivering our vision for the District.  Your approach will comply with internal and external procurement rules and embody our new ways of working, our forward-thinking culture and our values.

The successful candidate will bring demonstrable leadership experience in the effective design and implementation of procurement strategies and end-to-end accounts payable processes in a large and complex organisation.  With an awareness of the opportunities and challenges in a changing environment, they will be a compassionate leader with a proven ability to deliver.

Reporting into the Director of Finance & IT, and a key member of the Finance, IT & Procurement senior leadership team, the Head of Procurement will work in partnership with Heads of Services, and senior leaders across the Council and District.
