As the commercial Manager – Places for Growth (PfG), you will lead the commercial activity for our relocation programme out of London into Bedford or Peterborough. You will be responsible for procuring all goods and services required for the office relocation, including our new facilities management contract as well as the services for the design and fit out of the new office. You will also be responsible for managing the impact of the relocation on all contracted services and lead the activity to review and amend all contracts. You will be embedded within a programme team bringing the required commercial expertise into this complex and high profile programme, working closely with colleagues in project delivery, estates and HR and interacting directly with the Senior Responsible Owner, when necessary.

Working as the Commercial Manager – Places for Growth, your key responsibilities will be:

  • Manage and deliver commercial activity effectively and in accordance with EU Procurement Directives and HMG procurement policies, manage and mitigate financial, legal, commercial, operational and reputational risks. 
  • Design commercial models including payment and performance framework which drive value for money while also enabling the achievement of the strategic objectives of programmes and projects.
  • Promote and lead market engagement activity pre-procurement to shape the requirements and test the commercial model and T&Cs.
  • Undertake market analysis and testing to inform the commercial and operational decisions while also keeping abreast of markets and costs.
  • Negotiate with key suppliers and site location facilities, ensuring value for money without compromising quality and business continuity.
  • Develop and draft agreements and contracts in collaboration with commercial lawyers and contract business owners, ensuring they are fit for purpose and protect MaPS without limiting the competition and market interest. 
  • Support contract mobilisation activities.
  • Contribute to manage suppliers’ performance monitoring KPIs and achievement of milestones and providing commercial support in situations of under-performance.
  • Manage contract variations and payments of suppliers in line with the payment model agreed in the contract.
  • Act as a commercial leader in MaPS raising commercial awareness across the organisation and championing the value of commercial.
  • Contribute to the delivery of Commercial Transformation Programme.
  • Represent the Places for Growth project across the business.

The Commercial Manager – Places for Growth will need to have the following skills and experience;

Commercial Focus: experience and/or demonstrable knowledge across the full commercial lifecycle and understanding of Public Contract Regulations. Experience of Facilities Management and Construction categories is a nice to have, but willing to learn would be considered equally valid.

Manages Complexity: experience of procuring and managing complex goods or services.

Risk Mindset: ability to offer strong judgement and decision making around risk and risk mitigations keeping in mind the ultimate goal.

Market Insight: knowledge of market drivers and behaviours.

Decisive: Able to operate in a dynamic and fast-pacing environment and to make sound decisions and recommendations.

Builds Relationships and Influencing: Outstanding interpersonal and communication skills, with a proven ability to build credibility with partners/stakeholders and constructively challenge situations where needed to improve outcomes.

Ultimately, our Commercial Managers will be seen as a commercial leader in MaPS. You will be part of a professional commercial team who are a crucial part to transforming the commercial function at Money and Pension Service and be part of the wider community of the Government Commercial Function:

You will be:

  • Comfortable working collaboratively – operate as part of a large programme and/or matrix environment.
  • Strategic and ambitious - We are looking for an individual who passionately believes commercial can deliver value and who can sell the benefits of commercial involvement to the organisation.

Desirable skills:

  • A member of the Chartered Institute of Procurement & Supply.
  • Achievement of A at Associate Commercial Specialist level at the Assessment and Development Centre developed by the Government Commercial Organisation.
