Job Description
- Support the Head of Service in the creation and implementation of category strategies
- Deputise for the Head of Service in your own area of speciality referring complex or high-risk issues to a senior officer as/ when/ where required
- Manage projects to ensure the delivery of procurement/ category strategy / compliance on time and within budget, using recognised and approved methodologies and strategic project management, , research and analysis which challenges the status quo and aim to regularly generate new ideas and solutions. Conduct project audits to ensure their success
- Lead research and analysis to deliver a series of specific projects, initiatives and tasks to support delivery of Trust objectives and the Corporate Procurement Strategy and Business Plan / Sub-Category Strategy / Policy / Compliance
- Contribute to the development and delivery of business plans, strategies, policies and procedures, e.g, develop strategies for planning, forecasting and monitoring supplier performance against pre-determined milestones, to ensure that contractual obligations and KPIs are met, taking corrective action as/ where/ when necessary
- Support in contract management reviews to ensure that contract management is appropriately applied and embedded
- Drive effective relationships with internal and external stakeholders to enable savings whilst meeting the demands of public accountability, professional ethics and the right of users to receive quality goods and/ or services. At all times, ensure that requirements are understood, issues are managed and communications are clear
- Be proactive in identifying opportunities to support and develop the local economy
- Develop tender documents, including terms and conditions. Ensure that contracts are tendered, agreed, managed, delivered and renewed in accordance with local government and Trust policies and processes, relevant procurement directives and procedures for governance. Provide advice to clients on the process of process of procuring goods and service within your category
- Collate and provide sub-category and dashboard reports for submission to senior management, stakeholders and cabinet members regarding the state of category implementation across relevant sub-category spend areas and contracts
- Interpret procurement related policy and legislation and advise Corporate Procurement Service and other key stakeholders on the delivery, to include related matters such as Social Value.
The Successful Applicant
- Professional qualification e.g. CIPS Level 6 as a minimum or bachelor's degree or NVQ level 4 or equivalent commercial qualification which would demonstrably satisfy CIPS entry at Level 6) or appropriate equivalent body and / or demonstrable substantial equivalent experience
- Working and leading on strategic projects as part of cross-functional teams, ensuring value for money in service provision
- Considerable experience of successfully leading on delivery of implementing procurement tendering and commercial strategies and project work to deadline understanding the need to balance both quantitative and qualitative data
- Interacting and working professionally at a senior level in a complex organisation with direct contact with senior stakeholders e.g. senior managers and other stakeholders
- Extensive knowledge and experience of Public policy environment, including related Regulations / Government Directives, contract law, value for money, sustainability, procurement rules, social value, etc
- Internal/external risks, understanding and prioritising how to manage and mitigate risks before they become issues
