Value Match are supporting a Northamptonshire based private sector procurement consultancy company to find a Senior Procurement Specialist to join their growing team. This is a permanent role with a salary up to £40,000 a year, based in Northamptonshire with the opportunity to work from home 3-4 days a week. 

The Senior Procurement Specialist must have experience of setting up complex public sector construction frameworks servicing to values of spends over £200 million. 

Key skills, and responsibilities, of this role include:

  • Experience working in a public sector procurement role with a good understanding of Public Contract Regulations (PCR2015).

  • Understanding of the various routes to market, and the factors in deciding the most appropriate option.

  • Experience of gathering requirements from stakeholders and helping develop market ready specifications that potential suppliers understand.

  • Experience of supplier sourcing and market engagement activities.

  • Experience of supplier onboarding.

  • Ability to compile ITT document sets.

  • Has been part of tender review teams and participated in scoring and/or moderation process for responses.

  • Can review contracts and statements of work and understand when to involve commercial and/or legal.

  • Able to evidence examples of running end-to-end procurements by both open tender and frameworks.

  • Ability to work at pace when required to and maintain project timelines, and manage a number of procurements simultaneously.

  • Advanced IT literacy skills (especially MS Office Suite) and ideally an experienced user of platforms such as In-tend.

  • Experience of creating and developing meaningful procurement solutions for stakeholders that incorporate themes such as social value, net zero, and service/user experience improvements.

  • Excellent relationship building skills.

Desirable Criteria:

  • Category experience in construction and/or estates.
  • Holder of CIPS accreditation or working towards CIPS qualification.
  • Project Management Professional Qualifications (Prince2, PMP, or equivalent).
  • Previous involvement in developing or managing internal frameworks.
  • Contract Management experience.
  • Construction contracts experience (JCT, NEC).
  • Experience within local government sector or housing associations.
